Agency Director, Northwest
For over a century, Catholic Community Services of Western Washington (CCSWW) has provided services for youth, immigrants, older adults, and people experiencing homelessness throughout western Washington state. Rooted in Catholic Social Teaching and the Gospel imperative, CCSWW is the outreach of the Catholic Church in Western Washington, under the leadership of the Archbishop of Seattle and the Board of Trustees. CCSWW answers the Gospel call to loving and compassionate service with particular concern for the sanctity of human life from conception to natural death and the dignity of the human person. Our employees and volunteers come from many faith traditions to serve and support poor and vulnerable people through the provision of quality, integrated services and housing. CCSWW is seeking a dynamic and innovative leader to fill the role of CCSWW Agency Director for the northwest region (CCS NW). Dedicated to our mission and the call for social justice, the CCS NW Agency Director will direct all aspects of services and programs in the counties of Snohomish, Skagit, Whatcom and San Juan.
Bold in their thinking with a creative approach to assessing current and established norms, the CCS NW Agency Director will push the boundaries of current service delivery to better meet the needs of a changing population and demographic that have increasingly been marginalized. As a positive disruptor and innovative leader, the CCS NW Agency Director will develop new systems of housing for various groups within the northwest region (sober living, farmworker and workforce housing) with an aim to be the platform model to establish and implement best practices throughout the entire organization.
As the Agency leader, the CCS NW Agency Director provides management, guidance, education and support to 200+ staff members (both union and non-union) throughout the northwest region. Modeling compassion and servant leadership, the CCS NW Agency Director will ensure staff and services continue to uphold the organization’s mission and values to always focus on those most struggling with poverty and the effects of intolerance and racism.
Within the Northwest region, there are a variety of service lines and programs to support communities.
- Farmworker, Workforce, and Veteran Housing
- Outpatient addiction recovery services
- Shelter services for individuals experiencing homelessness
- Community Mental Health for children and their families
- Wrap Around Intensive Services (WISE) for children and their families with high mental health and other complex needs
- Homecare for Elders and People with Disabilities
- Farmworker Center for families to connect with educational and community resources
- Family Immigration Services
- Parish based services, including Network Builders, Project Rachel and PREPARES (Pregnancy
- and Parenting Support)
Successful candidates will bring with them an innovative and can-do attitude, unafraid of change and novel ways of approaching complex and long-standing challenges. Though being a practicing Catholic is not a requirement, a solid understanding of Catholic thought and doctrine is essential. With a future focus on Sober Living housing services, candidates will be versed in the latest studies and trends, with a goal of implementing researched-based and practice-backed approaches. With visionary leadership, impeccable financial over site and budget management, and a mission driven mindset, successful candidates will be able to transform the CCS NW Agency into a model for the whole organization to follow.
Strategic Leadership
- Develops new and innovative approaches to housing at all levels (sober living, farmworker and workforce housing), utilizing novel and research back best practices that can be pioneered within the NW region, with best practices being developed for implementation throughout the organization.
- Develops partnerships with local, state and federal agencies to further support the services.
- Explores novel and innovative ways to delivering services to those communities historically marginalized.
- Develops a comprehensive and effective advocacy strategy for local communities to governmental entities to further the organization’s mission.
Agency Leadership
- As the CCS NW Agency Director, this position provides management, guidance, education and support for 200+ staff (both union and non-union) throughout the NW region.
- Manages a budget in excess of $25 million.
- Provides management and oversite for the CCS NW Recovery Centers and the CCS NW Family Centers.
- Maintains a positive and productive working relationship with union employees, management and representatives.
- Serves as the key leader in Union negotiations.
- Responsible for ensuring that service delivery upholds the values and mission of CCS.
- Works in collaboration with CCSWW and Operations staff, including but not limited to AHA, Finance and Accounting, Human Resources, Information Services and Legal, to ensure compliance with agreed upon annual budgets and fiscal operating protocols and standards.
- Oversees and approves complex contracts and agreements with various partner and government agencies.
- Oversees the development of and recommends for approval the annual budget, and, in consultation with the CCSWW finance staff, assures sound fiscal management of all Agency resources.
Housing
- Develops and shapes the long-term vision of housing in the NW region, in conjunction with AHA.
- Monitors milestones, and adjust priorities in response to evolving needs.
- Translates strategic goals into phased work plans with clear timelines, budgets, and outcomes.
- Develops and implement strategies to expand affordable transitional, farmworker and workforce housing, aligning with CCSWW goals.
- Transition housing
- Leads and manages housing development programs, including the acquisition, construction, and rehabilitation of housing units.
- Ensures all housing projects and programs comply with federal, state, and local housing regulations and Fair Housing laws.
- Builds and maintains strong relationships with government agencies, community organizations, lenders, and investors.
Parish Relations
- In conjunction with the CCSWW and NW Agency leadership, develops and sustains relationships with the parishes and pastors within the CCS NW service area to ensure that parish needs for human services are met though the local Family Centers.
Public and Community Relations
- Acts as a primary spokesperson for the Catholic Church on issues of human services within the NW service area, convey the position of the Catholic Church and the values and mission of CCS in all public relations efforts.
Fundraising
- Primary fundraiser in the CCS NW region and as such, works in conjunction with the Catholic Charities Foundation Director and supports staff to ensure that sufficient funds are raised to support the work of the Agency. This task is accomplished by overseeing all Agency fundraising activities, from planning to participation. Works with each Agency Family Center and Program leadership to identify and meet with prospective donors.
External Partnerships and Collaborations
- Develops and sustains appropriate partnerships and collaborative relationships and expansion of services with other organization in the community that also provide transitional, workforce housing, permanent supportive housing, and shelters.
- CCSWW Mission, fundraising and public relations strategies, and advocacy efforts.
- A positive disrupter and innovator who is not afraid to push against established practices, incorporating innovative and novel approached to solve complex and long-standing challenges.
- Understanding of and commitment to the social teachings of the Roman Catholic Church.
- Practicing Catholic and member of a parish is preferred by not required.
- Comprehensive knowledge of human services principles and practices including planning, service integration, quality assurance and fund development strategies.
- Comprehensive knowledge of family and children service delivery systems, focusing on strength-based, individualized and tailored responses.
- Fundamental understanding of accounting principles, including formulating and managing complex budgets in excess of $25 million.
- Ability to translate complex policy and service delivery issues and facilitate dialogue that influences and results in social change.
- Advances experience with complex contract management.
- An understanding and experience with Union contract negotiations.
- Management of a workforce in excess of 200 employees.
- Property Management experience.
- A wide variety of experience in homeless, transitional, sober living, and permanent housing.
- Demonstrated commitment to hiring and retaining people of color; culturally competent with desire to build and enhance knowledge and understanding of people, regardless of race, ethnicity, religious belief, physical/mental abilities, lifestyle, etc.
- Commitment to establish and maintain effective working relationships with CCSWW colleagues, CCS NW staff, religious and community leaders and public officials.
- Effective communicator on all levels, orally and in writing.
- Capacity to supervise others in utilizing a strength-based approach.
- Minimum of seven (7) years in similar leadership position within human services, not-for-profit organization(s), including supervision of key staff.
- Proven track record in developing and maintaining effective human services.
- Proven track record in developing and implementing fund development strategies resulting in achieving objectives.
This is a full-time position with a starting salary of $185,000 (DOE), and a comprehensive benefits package that includes medical, dental, and vision coverage; life insurance; long-term disability (LTD); accidental death & dismemberment (AD&D); pension and 403(b) retirement plans; 15 days of paid vacation; generous sick leave; and 13 paid holidays.
