The Chief Program Officer (CPO) directs and oversees all aspects of the council’s adult and girl programs to ensure the design, implementation, delivery and evaluation of a nationally-consistent leadership development experience. The CPO works in partnership with the CEO to develop strategy in order to fulfill the organization’s vision and mission, ensuring high quality and relevant girl and adult experiences. Programs should not only address established girl outcomes, they should facilitate the growth and retention of both girl and adult volunteer membership. The CPO is a key member of the Executive Leadership Team (ELT) and collaborates with other members of the team to ensure broader organizational goals and priorities are met.
Essential Duties & Responsibilities
- Ensure smooth functioning and continuous quality improvement of all girl and adult programs and support systems
- Develop and implement a vision and long-term plan for girl and adult programming that supports new and retained membership and is aligned with the Girl Scout national program
- Guide utilization of national programs, customizing, supplementing and enriching them to meet the needs of girl members in the local council
- Ensure all girl offerings are consistent with GSUSA guidelines and incorporate the Girl Scout Leadership Experience outcomes and core program pillars: STEM, outdoor adventure, entrepreneurship and life skills
- Oversee adult volunteer training, new leader support and other adult-related program needs in order to increase volunteer satisfaction, effectiveness and retention
- Work collaboratively with other functions to transition staff-based delivery systems to volunteer-based delivery systems whenever possible, ensuring volunteers are supported and appropriately guided
- Develop and implement evaluation and assessment methods that help improve girl and adult experiences
- Engage strategic partner organizations and build external relationships that expand the possibilities for girls and adults across the council
- Develop and maintain a risk management plan for all program operations and ensure compliance with all safety standards
- Ensure diversity and pluralism are embraced and incorporated into the work of the Program Department
- Collaborate with the Chief Development Officer to inform and design fundraising strategies to realize major program investments contributed by individual donors, corporations and government agencies
- Keep abreast of trends and issues affecting girls and youth development
- Serve as a visible, inspiring and effective advocate and spokesperson for the council in coordination with the CEO
- Network to build contacts, collaborations and fundraising in the council communities
- Inspire, manage and coach a team of thirteen plus staff who work in three different office locations and two camp properties throughout the council’s 18 county region
- Support the professional and managerial development of the Program Department, ensuring training and professional development opportunities are available to all program staff
- Collaborate with the Human Resource department to manage performance improvement and employee relations issues with a high degree of expertise, tact and sensitivity
- Oversee all hiring activities of the Program Department and support organizational best practices in recruiting diverse, highly qualified candidates that reflect the council’s communities
Previous Experience
- Senior level experience driving program development and growth, evaluating outcomes and impact, and leveraging data to inform decisions
- Minimum ten years of program design, development and management
- Demonstrated history of innovative program design and implementation experience
- Minimum ten years’ experience supervising senior leadership staff; coaching and leading effective teams and encouraging high levels of staff performance
- Experience in education, youth development and/or community engagement
- Experience partnering with fund development team to develop effective fundraising strategies linked to program priorities
- Demonstrated ability to build strong partnerships internally at all levels and with diverse external stakeholders
- Evidenced commitment to an interdepartmental, interdisciplinary team approach to work; strong conflict resolution and collaboration skills
Skills & Qualifications
- Master’s degree preferred in education, curriculum, instruction or other related area
- Excellent strategic thinking and problem–solving skills; ability to innovate, with capacity to create or seize opportunities to improve program effectiveness and outcomes
- Ability to adapt and provide leadership in the face of conflict and changing priorities
- Passionate about girls and helping them gain an advantage in life
- Demonstrate a willingness to embrace the Girl Scout vision, mission, promise and law
- Deep knowledge of yourself—strengths and assets—and how you make accommodations for your weaknesses
- Excellent interpersonal, written and verbal communication skills. Spanish language ability a plus
- Ability to anticipate problems, assess situations quickly and implement appropriate procedures in response
- Demonstrate a commitment to recognize and respect the many forms of diversity
- Valid California driver’s license, a clean driving record, and proof of insurance
