Lead research and advocacy at Connecticut Voices for Children on state, federal and municipal tax, budget, and economic development work, supervising Fiscal Policy Fellow and Associate Fiscal Policy Fellow. Essential duties are predominantly intellectual in character and include work requiring the consistent exercise of discretion and judgment.
- Work with the Executive and Advocacy Directors to develop and implement goals for the fiscal and economic policy research and analysis and to develop and advance advocacy priorities.
- Plan, direct, manage and conduct, in partnership with other fiscal staff, all economic and fiscal research, analysis and advocacy including issues related to state and federal fiscal policy, family economic security, and state and regional economic growth pursuing a research and policy agenda and strategies that advances inclusive economic growth, long-term investments in children and families, and structural changes promoting efficiency, sustainability, transparency, and accountability.
- Monitor, analyze and write on budget proposals, tax proposals, pension reform proposals, family economic security proposals, regionalization and economic development plans.
- Present policy and research information to a variety of audiences, including policymakers, lawmakers, philanthropy, academic thought partners, and news media.
- In partnership with other fiscal staff, convene annual Budget Forum to share research and policy recommendations concerning economic and fiscal policy.
- Work with national organizations to advance progressive policy at both state and national levels.
- Represent Connecticut Voices for Children in advocacy coalitions, legislative settings, and academic settings.
- Assist in identifying and obtaining funding for this work, including preparing grant applications and grant reports.
- Manage, evaluate and mentor fiscal policy fellow and associate fiscal policy fellow.
- Five or more years in public policy research and advocacy; two or more year’s supervisory experience.
- Quantitative data analysis using spreadsheets (Excel), statistical analysis software (Stata, R, SPSS, etc.), geographic information systems (ArcGIS, QGIS, etc.), and interactive data visualization (Tableau Public, Google Fusion Tables). Programming experience preferred.
- Familiarity with economic and state and federal fiscal policy analysis, state budget processes, state and federal tax law, and state and federal data sources.
- Excellent written and verbal communications skills, including ability to communicate complex information to non-expert audiences.
- Experience with lobbying or similar advocacy experience.
