SALARY AND BENEFITS:

 

The starting salary placement depends on qualifications and experience and is anticipated to be in the range of $8,334.00/month to $9,584.00/month.

ABOUT THE POSITION:

 

This position is under general direction from the Director of Security and Infrastructure and lead direction under the Lead Network Engineer. The primary purpose of this position is to be a high-level expert in maintaining CSU East Bay local area network (LAN) and cloud network infrastructure through proactive performance assessment of current systems and configurations, routine maintenance, and integration of new technologies and services. This position’s responsibilities include maintaining the Standard Operating Environment (SOE) in a multi-site 24/7/365 University enterprise network infrastructure.  This position acts in a primary role as engineer for evaluating, designing and implementing network systems and IP services for the University.  This position is also responsible for network security and firewall support, and other special projects as needed.

 

The secondary purpose of this position is to provide administrative and operating system support for network management servers, and installing, testing, and maintaining operating systems and applications.

 

This position will provide coverage for after hours on-call support as required.

 

RESPONSIBILITIES:

 

Provide engineering services in addressing on-going challenges and change management for all University network and IP services.  Design, plan, and deploy new or upgraded network services.  Provide routine maintenance of the University local area network (LAN).

  • Design, implement and document network topologies to ensure optimal system and data access and performance in a 24/7/365 environment.
  • Provide environmental design and layout criteria for network facilities and install cabling, equipment, and other devices as needed.
  • Develop technical requirements and test plans in order to evaluate vendor products, services, proposals, and bids.
  • Develop and maintain regular plans to support vendor releases for network hardware, operating systems, and software.
  • Develop and support local area network (LAN) and wireless infrastructure including integrating new technology services as needed.
  • Ensure that adequate services and capacity (e.g., bandwidth, switch ports, cables, and connectivity) are available to support users.
  • Develop and maintain remote access and connectivity services (e.g., VPN, SSLVPN).
  • Develop and maintain documentation of current switch configurations including the baseline templates and optimal configurations and generate regular change reports.
  • Monitor the daily backup of network devices, run regular test restores, and ensure that newly installed devices are configured for backup.
  • Develop, implement, and monitor network performance measures and reports on an ongoing basis and troubleshoot performance problems as needed.
  • Provide technical support and guidance to customers as needed.
  • Direct the development, documentation, and implementation of technical and operational policies and procedures in order to conform to the CSU EAST BAY Standard Operating Environment (SOE) and industry standards and best practices.
  • Provide coverage for after hours on-call support as required.

 

Provide network security and firewall support for the University.  Maintain and install network security systems and services.

  • Install, configure, and manage network firewall devices and security appliances and maintain/document appropriate access procedures.
  • Routinely perform security risk analyses in order to identify network vulnerabilities and generate intrusion prevention and detection reports.
  • Recommend and implement counteractive security measures proactively and in response to security breaches and apply approved security patches.
  • Respond to incidents and security breaches providing root cause analysis as appropriate.

 

Provide high-level support for University wireless infrastructure services.

  • Routine assessment of campus wireless coverage to identify areas for improvement.
  • Recommend and implement plans for improving wireless services both indoor and outdoor based on analytics and survey metrics.
  • Maintain and configure wireless authentication platform.
  • Act as final escalation point for responding to wireless performance issues.
  • Provide solutions for wireless connectivity for various departments based on their requirements.

Provide administrative and operating system support for network management servers, including maintaining the Standard Operating Environment (SOE) for systems administration, and for installing, testing, and maintaining operating systems and applications.

  • Recommend, install and test operating systems and applications.
  • Plan and execute the lifecycle of core services, operating systems, and supporting hardware upgrades.
  • Perform routine system administration functions such as patch deployment, user account management, and security.
  • Monitor and tune system in order to optimize performance.
  • Maintain current back-up services and restoration procedures.
  • Monitor systems for failure and respond accordingly.
  • Adhere to CSU East Bay security policies and guidelines in the daily performance of systems administration activities.
  • Research and provide cost analysis for technology solutions.
  • Other duties as assigned. 

 

REQUIRED QUALIFICATIONS:

  • Proficiency with Internet and Networking protocols and standards including TCP/IP (v4&6), ICMP, DNS, SMTP, DHCP, CIFS\NFS, SNMP, LLDP, is required.
  • Experience in designing, installing and managing Alcatel-Lucent Omniswitch, Aruba Wireless, and Palo Alto networking equipment is required.
  • Experience with Linux OS, shell scripting, or other programming languages as required.
  • Proficiency in Microsoft Office Productivity Suite (Word, Excel, Power Point and Visio) required.
  • Experience in Voice-Over-Internet Protocol (VoIP) and Quality of Service (QoS).
  • Experience with developing solutions that combine information and ideas in new, unprecedented ways to address all aspects of identified problems.
  • Experience in coordinating resource requirements.
  • Understanding of backup technologies implementation in the enterprise.
  • Knowledge of Load Balancing systems and impact on network connectivity.
  • Experience with telecommunications wiring and cabling.
  • Knowledge of back-up and disaster recovery planning, practices, and procedures.
  • Experience with network vulnerability scanning tools.
  • General understanding of Windows and Linux security, including file system permissions, file sharing, event logging, and group policy.
  • Familiarity with Storage Networking and Storage Fabric switching.
  • Solid background designing and maintaining secured networks for local and remote access.
  • Solid written communication skills are necessary to provide accurate technical documentation.
  • Ability to work effectively and cooperatively with other team members to achieve goals and develop/maintain working relationships.
  • Ability to effectively communicate with various users.
  • Ability to troubleshoot, including quickly identifying problems and acting appropriately.
  • Ability to independently apply technical judgment to standard and non-standard applications and systems.
  • Attention to detail and solid organizational skills are necessary.
  • Ability to schedule and prioritize in order to meet deadlines.
  • Ability to work independently without supervision.

MINIMUM QUALIFICATIONS:

  • Bachelor’s degree in Computer Science, Electrical Engineering or equivalent training and work-related experience.
  • Extensive expertise in LAN/WAN technologies including switching, routing, VLAN, VRRP, OSPF, BGP, VRF, 802.1q required.
  • Experience with common network monitoring / management tools: SNMP, syslog, Sflow/NetFlow, Aruba Airwave, Infoblox IPAM/NetMRI, VPN, Radius, 802.1x, WPA*.

 

PREFERRED SKILLS AND KNOWLEDGE:

  • Seven to 10 years professional experience supporting a heterogeneous wireless network environment.
  • Master’s degree.
  • Knowledge of Alcatel-Lucent ACFE/ACSE.
  • Cisco CCIE/CCNP/CCNA certifications.
  • Palo Alto Network PCCSA/PCNSA/PCNSE certifications.
  • Aruba ACSP, ACMA, ACMP certifications.
  • Experience with cloud network technology from AWS, MS Azure, and Google Cloud.
