The Flint Public Library (the Library) seeks nominations and applications for the position of Director of Finance and Human Resources. Founded by the Ladies Library Association in 1851, the Library was created as a “free public Library for the citizens of Flint” during a time when most libraries were only open to fee-paying members. As part of the public library movement funded by Andrew Carnegie in the early 20th century, the Library received a grant in 1905 to build a new library on the corner of Kearsley and Wallenberg. Today, the Library boasts a brand-new building that opened to the public in May of 2022.
The Library recognizes that we now live in a knowledge economy, where most people can no longer earn a living wage by making things, as they did when factories were the anchor of the local economy. The Library aims to ensure that Flint citizens have digital skills, high literacy, and the ability to keep learning new things to be competitive for the best jobs. That’s why the Library’s mission is to be Flint’s go-to place to learn for life.
This mission helps to guide the Library’s areas of focus. While some things, such as having books and serving as a hub for local genealogy and history will remain a given, the Library invests most of its resources in the following three priorities.
- Early Childhood Literacy: Helping parents and caregivers prepare children to read and exposing kids to STEM programming.
- Digital Learning: Filling the technology education gap by exposing students to aspects of computer science and making technology accessible to the public.
- Community Hub: Providing an abundant and welcoming space where people can gather for learning, dialogue, or entertainment.
Reporting to the Library’s Executive Director, Kay Schwartz, the Director of Finance and Human Resources (the Director), will be a critical member of the Library’s four-person senior management team. Strong candidates for this role will be seasoned leaders with expertise in financial and budgetary planning and processes in a nonprofit and/or governmental context. They will have experience presenting to and communicating clearly and effectively to key stakeholders, particularly boards of trustees. The next Director will have experience setting and managing personnel policies, with union relationship and negotiation background as a plus. OPPORTUNITIES AND RESPONSIBILITIES FOR THE DIRECTOR OF FINANCE AND HUMAN RESOURCES
Ensuring the effective management of the Library’s finance, accounting, human resources, and administration functions, the Director can expect to engage in the following responsibilities:
Leadership and Administration
- Serve as part of the Library's senior management team to partner on organization-wide decision and policy making.
- Evaluate and recommend Library policies and procedures.
- Display the skills, sensitivity, and personal confidence to tap into the power that each staff member brings to the Library’s mission.
- Supervise Finance and Human Resources assistant.
- Identify grant opportunities; assist with grant proposals and may act as project manager on certain grants; assist with fundraising campaigns and events.
- Responsible for the maintenance of all business records of the Library and for compliance with records retention requirements.
- Serve as staff liaison and provide staff support to the Library Board's Finance Committee; give public notice and attend all meetings of the Committee; maintain records and provide information as requested by the Executive Director or the Board Treasurer.
- Recommend property and liability insurance and other risk management measures; administer insurance policies and risk management procedures.
- Monitor and review state and federal legislation, advising the Executive Director on matters affecting the Library.
Financial and Fiscal Operations
- Prepare cash flow projections, budget, and financial statements; maintain account receivables and payables, and payroll records.
- Prepare annual budgets under the guidance of the Executive Director; develop a descriptive budget document that is understandable and supports the Library's communication objectives.
- Monitor and control expenditure of budget appropriations in accordance with the budget goals and objectives.
- Employ sound accounting practices in compliance with all applicable state laws and generally accepted accounting principles; maintain written procedures for accounting processes.
- Provide monthly budget balances and financial statements to the Executive Director, the Finance Committee, and the Board of Trustees. Provide financial information to senior management team and other staff as requested.
- Prepare financial records for the annual audit as required by the laws of the state. Coordinate work with outside audit firm. Report to the Executive Director, the Finance Committee, and the Board of Trustees on the annual audit.
- Receive all monies belonging to the Library, and deposit monies received in banks designated by the Board.
- Invest all receipts and cash reserves, in conjunction with the Executive Director and Treasurer, according to the investment laws of the state, Library Board policy, and the cash flow needs of the Library.
- Prepare and present reports on investments and cash needs to the Executive Director, Treasurer, Finance Committee, and Board of Trustees.
- Actively supervise payroll systems and procedures and accounts payable systems and procedures; perform functions of each area as needed.
- Monitor the systems for periodic internal audit of bookkeeping and accounting transactions.
- Prepare all required property tax filings required by local and state authorities; maintain property tax records including collections, assessment changes, tax abatements, and chargebacks.
- Prepare bid specifications for purchases of equipment, supplies, and services consistent with budget requirements and constraints as requested by the Executive Director.
- Manage personnel and benefits budgeting.
- Maintain personnel files, payroll records, and benefits records.
- Administer benefits plans for the Library; vet potential vendors and benefit plan options.
- Develop job postings and conduct initial screenings for all open roles at the Library; in collaboration with the senior management team, initiate training, coaching, and discipline as necessary.
- With the Executive Director and the senior management team, conduct performance reviews for all Library staff.
- With the Executive Director and the senior management team, plan and recommend appropriate provisions of collective bargaining agreements and non-union agreements.
- Partner with the Executive Director and professional negotiators to work with certified bargaining units to arrive at a mutually satisfactory agreement on salaries, hours, and working conditions of bargaining unit employees. Coordinate all aspects of contract administration during term of various contracts with employee organizations; interpret the negotiated agreement to members of the staff, as appropriate.
- Act as official designee of the Executive Director at appropriate stages of the grievance procedure.
- Working with the Executive Director, prepare bid documents, including the use of outside vendors for fringe benefits provided by the Library, including maintaining annual census. Make recommendations to Director on fringe benefit plans.
- Serve as administrator and contact for Library retirement plans, Cafeteria Plan, and Section 457 plan. Maintain records, reporting as required, and ensuring timely payment of all applicable amounts.
The ideal candidate will be deeply committed to the Library’s mission and understands the critical role it plays in the Flint community. While no one person will embody all the qualities enumerated below, the ideal candidate will possess many of the following professional and personal abilities, attributes, and experiences:
- Bachelor of Arts or Science or Business Administration, with a concentration in finance or accounting.
- At least five years of progressively responsible experience in a work setting that encompassed all aspects of finance, including three years in a supervisory capacity. Governmental entity and human resource experience preferred.
- Demonstrated commitment to the Library's values in all aspects of organizational operations; serve as exemplary service as a role model for staff.
- Establish and maintain effective working relations with key stakeholders, from colleagues to the community, with tact and adaptability.
- Strong team member who has sought out, initiated and managed collaborations with a range of partners.
- Strong manager who is able to direct the work of others effectively and to delegate appropriately; demonstrated expertise in instruction, coaching, and disciplining of staff.
- Deep knowledge of budgeting and resource allocation, as well as internal accounting controls.
- Able to manage effectively in a union environment and serve as a member of the negotiating team.
- Excellent verbal and written communication, including the ability to present complex financial topics in a manner easily understood by the lay person; able to present to a variety of audiences.
- Able to exercise independent judgment and establish work plans, ensuring work is completed timely and within deadlines; initiates solutions.
- Able to use computers and technology effectively for accounting, finance, and human resources functions, including knowledge of office productivity software, accounting software, payroll software, and database management. Thorough understanding of system security as it relates to accounting, finance, and personnel records.
- Able to manage personal work projects, to produce thorough and accurate work, to meet deadlines, and to serve as a role model for exemplary work habits.
- Committed to involvement in the Flint community on both a personal and professional basis.
The expected starting salary range is $73,881 - $85,742, plus the following benefits:
- Health, Dental & Vision: Library pays 80%, employee pays 20%, coverage available for full family.
- Health Care Savings Plan: Employer contribution after five years of employment.
- Defined Benefit Pension Plan (MERS): 10-year vesting multiplier of 1.5%, 5-year highest salary average.

- Paid Vacation: Ranging 10 days per year to 20 days per year dependent upon seniority.
