Reporting to the Vice President, Administrative Services, the Executive Director for Finance and Auxiliary Services is responsible for the administration of the fiscal functions of the college and select auxiliary service enterprises consistent with Washington State Law, Washington Administrative Code (WAC), college policies and procedures and generally accepted governmental accounting principles. Fiscal functions for which this position is responsible include Accounting (College, Fiscal Agent Services and Foundation), Accounts Receivable and Payable, Budget Services, Payroll and Purchasing. Service enterprises reporting to this position include Food Service, Bookstore and the Early Learning Center.
Essential Functions
Institutional financial strategic planning and management
• Provide strategic financial leadership in the areas of budget development, management, and compliance.
• Develop and deliver new financial tools to improve financial management and oversight by budget authorities.
Financial Compliance
• Analyze and monitor fiscal reports of the college for compliance with reporting requirements.
• Coordinate audit activities in preparation for key financial audits including annual Financial Statement Audits, Comprehensive Annual Finance Report (CAFR) audit, the State Board of Community and Technical Colleges (SBCTC) audits, and any other regulatory agency as needed.
• Work effectively with other agencies or groups necessary to accomplish the goals and deliver the services of the department, SBCTC, the State Auditor, Integrated Post-secondary Education Data System (IPEDS), Operational Risk Management, national, state and local licensing and accreditation agencies.
• Coordinate external reporting to federal, state and local agencies.
Coordination of work and key initiatives
• Direct the coordination of work and projects between the fiscal, budget and auxiliary services work units and other campus departments to ensure accountability for financial and physical resources of the college, accomplish project or service delivery requirements using methods that best meet the needs of the college and comply with applicable legal requirements.
• Develop and implement fiscal, budget and auxiliary services policies, procedures and training that ensure accreditation, licensing, health and safety and fiscal accountability requirements are met.
• Develop, implement and monitor annual and long range departmental goals and objectives, policies, management systems and work processes that facilitate efficient and effective fiscal and auxiliary services.
Supervision
• Apply independent judgment in supervising employees including recruiting, selecting and retaining effective employees, providing training and safety programs, defining work assignment and content, and establishing work rules.
• Conduct or oversee performance evaluations and disciplinary actions and resolve conflicts and other personnel issues.
College Risk Manager
• Coordinate and administer Internal Control and Risk Management functions for the college.
Other
• Represent the Vice President of Administrative Services as necessary and perform other duties as assigned.
Minimum Qualifications
• Bachelor's degree in finance or related field; relevant years of experience can be substituted on a year-for-year basis.
• Five (5) years finance related experience.
• Five (5) years supervisory experience in finance or related field.
• Five (5) years experience with MS Office, Peoplesoft, or other finance and accounting software systems.
Position Specific Requirements
• Related work experience includes work in ethics and compliance, internal auditing, risk or similar functions.
• Demonstrated experience working in a collaborative team environment with diverse employees and student/customer groups.
• Demonstrated ability to forecast or project a new trajectory for a business model.
• Demonstrated ability to work closely with administrative colleagues and the academic areas within the organization.
• Effective communications skills in order to interact with trustees, administration and faculty.
• Knowledge of local, state, and federal laws and regulations applicable to public higher education.
• Demonstrated ability to analyze and develop financial programs for new initiatives.
Preferred Qualifications
• Master of Business Administration or equivalent degree.
• Financial or budgeting experience within the SBCTC or similar state agency.
• Experience managing business or auxiliary functions.
• Experience with ctcLink.
• Demonstrated ability to adapt to a changing environment in higher education.
Position Salary Range: $106,586/year - $159,880/year.
The salary will be determined based on candidate's qualifications and related experience. Typically, new hire starts no higher than $119,883/year based on Bellevue College Exempt salary schedule.

About the Department
The Administrative Services Division oversees four departments (Campus Operations, Public Safety, Finance, Compliance and Legal Matters) supporting the daily operations of the campus. The division and its departments are responsible for finance and budgeting, public safety, emergency management, public records, contracts and purchasing, legal matters, capital projects, and plant management. Together, they drive efficient campus operations and ensure the college has the resources and the right setting to support student success.
