The Spatial Planner oversees all aspects of protection, science, stewardship and community relations for a Business Unit, or a large geographic area within a large, complex Business Unit. Provides scientific leadership and support for TNC’s conservation planning work and establishes overall conservation priorities in the division or region.
TNC Indonesia work in East Kalimantan with jurisdictional approach under Green Growth Compact with one objective under Green Growth Compact to develop integrative landscape analytics. This approach aims to developing shared understanding based on robust analysis of costs and benefits of alternative landscape development scenarios. TNC Indonesia also conducted a strategic partnership for integrated landscape management initiatives to ensure effective conservation and improved community livelihood within Riau, specifically the Kampar Peninsula and Padang Island landscapes.
The Spatial Planner is responsible for the overall design, coordination and implementation of an integrated landscape analytics program within YKAN’s Indonesia Terrestrial Program. S/he uses the full range of land use planning, economic development planning & conservation planning tools and works through collaboration with national, provincial, and district government, conservation organizations and other partners as appropriate. The program manager works closely and coordinates with a wide variety of Nature Conservancy staff, private individuals, government and corporations in support of conservation goals. S/he is an expert in spatial planning, development planning & conservation techniques and advises the natural resource management planning staff and government partners on the application of these tools. S/he serves as the principle contact to government agencies, other conservation organizations, foundations and academic community. S/he may play a leading role in donor identification, cultivation and stewardship for the program. Disseminates best practices, provides training and analyses to best implement organizational measures of success, and develops key partnerships.
This may include one or more of the following functions:
- Establishes the Conservancy as a major conservation partner within area of responsibility
- Defines conservation priorities in the area of responsibility
- Support in leads and manages team which supports and improves conservation efforts
- Builds strategic, scientific, and technical capacity in the field
- Develops key partnerships with public & private organizations to identify and resolve technical issues and to widely communicate solutions and best practices
- Develops innovative scientific methods, analyses, tools, and frameworks to address spatial planning and development planning needs
- Negotiates complex and innovative solutions with government agencies and landowners to conserve and protect natural communities
- Develops and implements conservation strategies, with focus on spatial planning and development planning
- Develop capacity building and give technical assistance in GIS, spatial planning, development planning and other related natural resource management activities for TNC and its partners
The Spatial Planner will report directly the NR Planning Manager will be based in Jakarta – Indonesia Program Office.
RESPONSIBILITIES AND SCOPE
- Geographic size and scope is that of a larger, complex business unit and/or a program that requires cross-boundary work and relationships.
- Establishes and maintains optimal performance standards within budget.
- Writes requests for proposal (RFPs) for grant/contract funding for program.
- Frequently makes independently strategic decision based on analysis, ambiguous information and judgment.
- Negotiates complex agreements, in a political environment
- May be responsible for leading or co-leading a whole system program.
- Mentoring to other team members.
- Frequent travel domestically and/or internationally, evening and weekend hours.
- May work in variable weather conditions, at remote locations, on difficult and hazardous terrain, and under physically demanding circumstances.
MINIMUM QUALIFICATIONS
- Experience in managing database, including spatial data
- Experience managing complex or multiple projects, including managing finances and coordinating the work of other professionals and partners.
- Supervisory experience, including motivating, leading, setting objectives and managing performance.
- Experience developing partnerships (partners, community, government).
- Capacity building skills.
- Negotiation skills.
DESIRED QUALIFICATIONS:
- BA/BS degree and 5-7 years’ experience in conservation practice or equivalent combination of education and experience
- Knowledge of landscape level approach such as ecoregional planning, habitat and land suitability analysis
- Medium to advance level GIS skills with using ArcGIS, spatial analyst extension, 3D analyst, image analyst and other required extension for conservation analysis
- Knowledge of HCV, HCS and Strategic Environmental Assessment (SEA) / KLHS
- Knowledge in using Marxan, Marxan with zone and InVest will be advantage
- Demonstrated experience influencing, developing and implementing conservation policy and plans
- Knowledge of current trends and practices in relevant discipline(s), such as climate change, development planning and spatial planning.
- Experience in developing practical applications of scientific concepts and technical innovations for conservation purposes
- Knowledge of methods and standards of conservation and biodiversity information systems and initiatives
- Motivating team members, setting goals, and leading efforts
- Managing time and diverse activities under deadlines while delivering quality results
- Communicating clearly via written, spoken, and graphical means in Bahasa and English or other relevant languages
- Experience in support for developing, directing and managing multiple projects
