Position Summary:
The Talent Acquisition Specialist is responsible for sourcing, screening and recommending candidates for positions. The Talent Acquisition Specialist identifies and implements strategies, tactics and processes for identifying, recruiting and retaining talent for the long- and short-term organizational needs. This includes developing, implementing and evaluating programs for sourcing, recruiting, hiring and orienting talent. This position will identify opportunities to build applicant pools, establish trust and partnerships with the managers, identify culture adds through effective interviewing and testing, oversee and administer the interviewing and onboarding process, and ensure a positive new hire experience. This position reports to the Director of Human Resources.
Position Responsibilities:
● Consult with leaders, hiring managers and the human resources team on position descriptions, compensation and sourcing strategies.
● Research and recommend new sources for active and passive candidate recruiting.
● Continuously develop networks/partnerships to actively build a database/pipeline of candidates and the company brand.
● Develop and execute recruitment plans and strategies to ensure hiring goals are met with the best possible talent.
● Create and maintain an environment of equal employment opportunity, diversity and competitive advantage in support of the organization's diversity, equity, and inclusion strategic plan.
● Conduct employee check in’s/stay interviews for at 1, 3, 5 years.
● Develop and maintain relationships with potential sources for staff such as campaigns, political parties, political training programs, Capitol Hill LGBTQ+ groups, philanthropy associations, HBCU career centers, college career centers, and other resources.
● Meet with staff at all levels to understand their career development interests and possible growth strategies and/or opportunities at HRC.
● Utilize Linked In Recruiter and other sourcing tools to capture qualified diverse candidates.
● Develop recruitment strategies that include our company culture, and employer brand and reputation.
● Check candidates references and credentials, verifying experience and backgrounds.
● Post job ads.
● Schedule interviews; oversees preparation of interview questions and other hiring and selection materials.
● Assist with the interview process, attending and conducting interviews with managers, directors, and other stakeholders.
● Collaborates with HR leadership during the offer process, identifying and recommending salary ranges, start dates, and other pertinent details.
● Organizes and attends job fairs, campus events, and other networking opportunities.
● Other duties as assigned.
Position Qualifications:
● Bachelor's degree or equivalent in experience and four to eight years of progressive Human Resources experience.
● 2 years of human resources, talent acquisition and interviewing experience preferred
● Understanding of Federal, State, and District employment laws and regulations.
● PHR or SHRM-CP certification preferred.
● Strong understanding of staffing principles, laws, and procedures and a solid working knowledge of recruitment/employment programs.
● Demonstrated knowledge of various recruiting techniques, and experience in online/social media recruiting.
● Experience with an HRIS and an applicant tracking system is required. Experience with UKG, HRIS is a plus.
● Experience working in a union environment is a plus but not required.
● Strong professional ethics and sensitivity in dealing with confidential information.
● Excellent customer service and interpersonal skills, strong verbal and written communication skills.
● Strong negotiation skills and ability to interact with employees at all levels throughout the company.
● Ability to analyze problems, gather pertinent data, and recommend solutions.
● Strong organizational skills are required to meet recurring deadlines and maintain tracking systems related to human resource and recruiting information.
● Strong attention to detail is required.
● Ability to maintain composure and good judgment when dealing with deadlines, dissatisfied employees, or fast paced environments.
● Ability to multi-task and adapt to changing priorities as needed.
● Proficient with MS Office Suite and Google Apps (Gmail, Google Docs and Drive)
● Knowledge of LGBTQ+ issues is preferred. Sincere openness to learn about administering HR services to diverse groups of employees is required.
● Flexibility with work schedule; some travel may be required (typically less than 10% of the year), including overnight travel.
