Join the Higher Education Coordinating Commission’s Academic Policy and Authorization team as a Lead Compliance Specialist.
This position is being filled as a Limited Duration position through June 30, 2023. The position may become permanent if future funding becomes available.
What You Will Be Doing
You will effect HECC-ODA, PCS, & public post-secondary institutions, consumer and student protection duties under the authority of ORS 345 and OAR 715-045 through complaint referral and investigation, and through compliance with relevant statutes, rules, and guidelines for student complaints and consumer protections.

- Conducting administrative research that included compiling and evaluating facts to resolve compliant and/or compliance issues in an educational setting;
- Working knowledge of Oregon Revised Statutes and Oregon Administrative Rules pertaining to private career schools as well as private and public institutions’ student complaints, including standards for licensure and authorization;
- Experience with student and consumer protection agency-level work;
- Experience with issuing regulatory sanctions such as cease & desist orders, fees, fines, and civil penalties;
- Familiarity with Administrative Procedures Act (APA) and administrative hearings rules;
- Working knowledge of federal standards and statutes such as Title IV and Title IX of the Higher Education Act, Federal Education Privacy Rights Act, and other related statues and rules;
- Ability to communicate effectively with school owners, teachers, administrators and students on complex regulatory matters;
- Ability to prioritize multiple projects and rapidly shifting priorities in a deadline-oriented work environment;
- Attention to detail, ability to focus for extended periods of time on a single regulatory issue;
- Familiarity with the administrative rulemaking processes, hearings, timelines, and stakeholder involvement;
- Legal background or training preferred.
Minimum Qualifications (Required Skills)
Bachelor's degree in Business, Public Administration, Education, or related field and two (2) years’ experience conducting administrative research that included compiling and evaluating facts to resolve complaint and/or compliance issues which may include recommending management action, or decide compliance or eligibility with program guidelines and regulations.
OR
Five years’ experience conducting administrative research that included compiling and evaluating facts which may include recommending management action, or determine compliance or eligibility with program guidelines and regulations. Three of the five years must be above the technical support level.
College-level course work may substitute for experience on the basis of 45-quarter units per year, up to a maximum of three years.
