DIAL is a new global alliance to enable the digital ecosystem to deliver greater scale, efficiency and social impact by creating more inclusive digital economies. Working with partners, DIAL will generate evidence of what works through field-based projects, distil insights and tools to promote scale-up and replication, and provide mechanisms for co-investment throughout the ecosystem. DIAL is hosted by the United Nations Foundation, and the team is based in Washington, D.C.

While millions of low-income and otherwise vulnerable communities remain underserved, new data generating technologies such as mobile devices, high-resolution satellite imagery and digital services have become more affordable and mainstream. Nearly 70 percent of the economically bottom fifth of the population in developing countries own a mobile phone – more than have access to electricity or clean water. The proliferation of various forms of digital, geospatial and programmatic services – from mobile operator call data records (CDRs) and satellite imaging to mobile apps and value added services (VAS) delivering health, education and other services over mobile channels – holds the potential to greatly inform social impact initiatives.

A number of private- and development-sector D4D efforts are underway, from elevating the development sector’s use of all types of sectoral data to corporate initiatives that utilize digital data for initiatives that ultimately impact the bottom-line. An ecosystem of organizations is emerging to realize the societal and commercial impact of these opportunities. New techniques and business models for analyzing and drawing insights from multiple and large data sets are becoming more available, enabling new ways of understanding user needs for both commercial and public good uses.

This opportunity combined with its deep technical expertise and an issue-first and partner-first approach, as well as a fundamental understanding of and sensitivity to the commercial needs of partners - positions DIAL as a cutting-edge, agile, neutral, global service provider that can advance the field of D4D.

Head of Programs, Data for Development (D4D)

DIAL is seeking a Head of Programs to join the Data for Development (D4D) team. The Head of Programs will develop and manage DIAL D4D team’s partnerships with key program partners (e.g., NGO implementers of service delivery programs, national governments) to deliver data-driven solutions that benefit national level development goals across multiple sectors (public health, education, agriculture, humanitarian, financial inclusion, urban development, etc.)  and geographies.

Reporting to the Senior Director of Data for Development, the Head of Programs will work in-tandem with D4D’s Principal Architect to conduct sector-wide analyses and technical solution development across D4D domains (e.g., develop a common data architecture for digital health solutions utilizing telcos and geospatial data). Their collaboration and relationships with the partners will allow the Principal Architect to deliver the technical solutions that will enable the Head of Programs to define the outcomes for the partners.

Areas of Responsibility: 
  • Recruit program partners who have deep technical expertise in a specific sector and strong, existing relationships with national governments in which data is used to make evidence-based decision making. 
  • Collaborate with partners to determine the most important questions within their sector (public health, education, agriculture, humanitarian, financial inclusion, urban development, etc.) that traditional data sources struggle to answer quickly or cheaply, and to identify the best opportunities for new D4D products and services
  • Deepen understanding of partners' implementation needs, and identify how to bring scalability and sustainability to partners’ programs by putting into motion DIAL’s data strategy elements (technical, commercial, governance)
  • Lead DIAL’s effort to harness the power of data to solve some of society’s toughest social challenges, while pushing the field of D4D/Data for Good forward.
  • Lead DIAL D4D team’s collaboration (technical and operational) with key stakeholders (supply-side, demand side, as well as technology vendors and service providers).
  • Define a set of use cases for partner programs to use D4D products and services in their day-to-day operations
  • Own and drive the D4D budget and portfolio of investments across multiple sectors. Allocate funds for the program partners’ resources and the implementing technical partners (e.g., System Integrator), monitor, and report performance against the D4D budget.
  • Identify programmatic partners across a range of sectors (public health, education, agriculture, humanitarian, financial inclusion, urban development, etc.) and work with them to determine how data-driven insights can be used in their initiatives.
  • Understand the needs of the investments and work with the program partners and data holders (e.g., MNOs) to strike shared value partnerships/business cases for D4D products and services.
  • Manage the day-to-day programmatic operations of the partners in the portfolio, lead the in-country delivery of the D4D solutions, enable programmatic partners to leverage successfully and embed data and insights in a more agile manner with faster time to market.
  • Develop and document strategies to scale and replicate demand side interventions across a range of sectors (public health, education, agriculture, humanitarian, financial inclusion, urban development, etc.) Demand will be aggregated/generated from governments, ministries, multilaterals, and NGOs).
  • Provide advocacy support (in country and globally) to cultivate the demand side and accelerate demand-side diffusion of DIAL and its partners’ products and services .
  • Be a thought leader that writes and shares globally how data supply and data demand holders can work together.
Skills/Experience: 
  • 15+ years of experience working with NGOs and demonstrating on the ground program execution capabilities in sub-Saharan Africa or Asia
  • 10+ years of experience managing a portfolio of projects and corresponding budgets and investments
  • 5+ years working with technology deployments in the field
  • Demonstrated expertise providing consultative guidance in business solution design, development, implementation, and support among partners
  • Passionate programmatic leadership skills, and expertise delivering programs related to digital technology. Strong interest in D4D
  • Strong interpersonal communications, relationship development, and conflict resolution skills.
  • Experience managing globally distributed teams
  • Bachelor’s degree
  • Fluent in English.
  • Ability to travel up to 50% of the time.
