Under the direction of the CFO and in accordance with the mission, vision and strategic goals of the Association, the H.R. Manager will provide human resource payroll, benefits and legal/compliance support as needed in fulfilling the association’s daily operations and long term strategic plans.
The H.R. Manager is responsible for the daily management of human resource functions throughout the Association. The position is responsible for ensuring legal compliance by using third party vendors, H.R. attorney and Y-USA regional partner as resources. The H.R. Manager provides input in preparing the H.R. Department budget. This person uses discretion and independent judgment in handling confidential and sensitive information in connection with human resource related matters. The H.R. Manager works closely with branch executives, program leaders and their staffs to educate them and to support their roles.
Specific Functions:
● Serves as resource person to branch and corporate staff in matters relating to human resources.
● Ensures that online vendor portals are made available to staff. In coordination with CFO, ensures that such technology is being used by association staff.
● Participates in the H.R. department’s annual budgeting process and assists in managing departmental monthly expenses.
● Acts as liaison and coordinates with vendors that are contracted for H.R. functions such as payroll and/or benefits to ensure timely and accurate results and legal compliance.
● Uses Y-USA training partner (Rochester YMCA) as a first choice in resources when needed for legal, compliance and projects. Depending on situation, uses HR attorney for similar purposes. In either case, will notify CFO and receive approval for any project or legal work that requires an expense.
● In coordination with CFO, creates training opportunities for staff, whether internal or external and assists in getting key leaders to support such training for appropriate staff.
● Coordinates the annual open enrollment process with insurance vendor(s).
● Holds meetings with new staff to discuss benefits package if needed, or gives support to branch management to facilitate such meetings at the branch level.
● Seek out opportunities for grant funding training and internship opportunities.
● Assist, support and participate in human resources related projects / initiatives.
● Seeks out professional development opportunities to advance H.R. knowledge base and experience. Get approval from CFO for training related expenses.
● Any and all other assignments as deemed appropriate by the CFO.
Physical Requirements:
● Must be able to sit for up to two hours at a time.
● Must be able to bend and stoop occasionally.
● Must be able to lift up to 25 pounds occasionally.
1. Bachelor's degree in related field preferred or equivalent combination of education and experience in a for-profit or not-for-profit organization - with an understanding of and experience in the application of human resource functions.
2. Excellent computer skills and experience with standard business software, including Microsoft Office.
3. Openness and ability to adapt to process and system changes.
4. Must have good interpersonal, public relations and written and oral communications skills and the ability to enforce rules in a respectful way.
