The Policy Specialist plays a key role in development and implementation of the three NASCA strategies to achieve the shared conservation agenda through interactions and stewardship with decision-makers and key stakeholders at the national level.
Areas of Responsibility:
- Contribute with policy input, theory of change and strategic expertise to implement NASCA strategies (water, infrastructure and lands).
- Lead the design and implementation of a policy strategy to insert water funds, the hydropower by design, biodiversity off-sets and lands technical frameworks and related tools into decision-making processes in NASCA.
- Serve as a subject matter expert and adviser on complex and strategic issues, build/develop/maintain/strengthen relations with key stakeholders to implement conservation goals and the Shared Conservation Agenda, including national (environment, energy and mining, planning) and sub-national agencies, national and international donors, private sector, other relevant stakeholders.
- Liaise with Global and LAR Teams, Science and Field Conservation staff, other External Affairs departments and with TNC’s Operating Units to: (i) coordinate incorporating relevant input to policy work in NASCA, (ii) provide policy lessons from Colombia to be applicable elsewhere, and (iii) provide inputs to meet fundraising goals of NASCA.
- Support the NASCA director with the day to day relationship with key stakeholders, including national agencies, national and international donors, multilateral organizations and other relevant stakeholders.

- Proposes and implements procedures to enhance overall performance in accordance with short and long term objectives.
- Participates in the formulation and evaluation of broad policies and/or long-term programs, or making decisions, which typically have broad organizational impact.
- Directs major program of strategic importance to the Conservancy through management of multi-disciplinary teams.
- Develops relationships and works effectively with corporate, government, community, and non-governmental organization partners.
- Makes decisions independently with little or no opportunity for management collaboration or oversight.
- Decisions may affect organization’s public image.
- Decision may have maximum financial and/or legal impact on the organization.
Educational Background:
Bachelor’s degree in political science, public policy, law, government relations or related field and 4 years related experience or equivalent combination.
Skills/Experience:
- Fluency in Spanish and English
- Experience presenting to and/or communicating with business, government or legislative staff and/or program leadership.
- Experience in designing, implementing and directing multiple complex projects and ensuring program accountability.
- Communications experience including preparing and presenting project proposals and developing written communications.
- Experience working with corporate or NGO partners, and government agencies.
