State & Community Engagement (SCE) is part of Community, State and National Affairs (CSN). The SCE team includes: 53 states and territories across 6 regions with regional management, the Office of Volunteer Engagement, the Office of Community Engagement (including the National Retired Teachers Association (NRTA): AARP’s Educator Community), and the Legal Counsel for the Elderly (LCE).

Summary Statement
Collaborating with California Associate State Directors and California Metro managers contributes to the achievement of strategic priorities by providing professional level coordination for state and community operations, communications, community outreach or advocacy by providing technical assistance to staff and volunteers. Leads volunteer engagement activities. Manages projects, creates project-related materials, and determines resources necessary to complete projects. Makes presentations, keeps records, prepares reports, and drafts technical correspondence. Incumbents(s) in this position may perform all or a significant combination of the tasks described below depending on operational requirements, assigned location, and individual areas of expertise.
Responsibilities
1. Serves as a member of the metro team and contributes to the development and implementation of AARP’s presence in communities. Works in collaboration with community agencies, non-profit organizations and the business community. Maintains existing partnerships and initiates new relationships.
2. Recruits, trains, onboards, conducts recognition and communicates regularly with volunteers on priority issues, strategies, tactics, policies and state specific political and communications processes. Ensures that proper resources are available to volunteers, including issue material, talking points, updates and briefing materials. Fully engages volunteers in community outreach, communications and advocacy activities as they relate to the state plan. Conducts volunteer recognition activities and events.
3. In his/her Metro area, identifies and establishes initial vendor relationships for meeting venues and logistics; meets and establishes memorandums of agreement with community partners when needed; assists with entering event information into CVENT, reviews volunteer reimbursement requests for accuracy and appropriateness.
4. Manage facilities and office requirements including supplies, shipping, security relationships and other regular operational needs in coordination with the SBO team.
5. Leads student interns and related processes including providing support for metro team hiring interns.
6. Works to engage members, volunteers, and chapters in grassroots, community outreach and policy maker relationship activities in support of the AARP state plan.
7. Assists with the development and implementation of communications strategies. Performs communications functions, including basic promotion of AARP, news releases, media advisories, assistance with advocacy campaigns, website and newsletter coordination. Uses media to inform the public on issues of concern to AARP.
8. Develops and implements projects/events/activities that advance AARP’s strategic priorities. Manages projects/events/activities within an assigned budget. Works closely with staff from the national office as well as community partners to achieve a successful project, event, or activity outcome.

9. Organizes and maintains effective metro-based or statewide coalitions and partnerships dealing with strategic issues.
10. Represents AARP before law and policy makers and those who promulgate rules and regulations in the state. Engages volunteers in direct advocacy activities. Conducts research on legislative issues. Assists with the development and coordination of grassroots mobilization efforts for the purpose of influencing policy makers and demonstrating support of AARP priorities.
Requirements
-Completion of a Bachelor’s degree in Political Science, Human Resources, and/or Non-Profit Management, Social or Human Sciences, or a related discipline and 3-5 years of experience; or an equivalent combination of training and experience related to the duties of the position. Demonstrates an understanding of the state’s political and human services environment.
-Through cultural competence, able to build quick rapport for results-oriented relationships. Demonstrates a high level of competence with oral and written communication, computer literacy, social media, strategic thinking, and relationship management skills.
-Experience working with volunteer structures
-Bilingual skills preferred and may be required for specific assignments based on the needs of the membership segment supported.
-Travel required up to 50% of work time.
