Context: Responsible for managing the payroll function including overseeing the administration of payroll to ensure processes are executed appropriately and timely, acting as an escalation point and subject matter expert, and reviewing operational standards for process improvements. Manages the daily operations of Accounts Payable and cash receipts, ensuring payments are processed on a timely and accurate basis, and serving as a resource to resolve payment processing matters. Recommends revised accounts payable and payroll procedures and policies to senior management, as necessary.
Scope: The Manager of Payroll and Accounts Payable oversees the day to day operations of Accounts Payable and payroll functions for the Sierra Club. The Manager is responsible for overseeing the payroll function, including but not limited to, administering the Club's payroll, setting up state benefits coverage including workers compensation for all Sierra Club employees, and administering the 401(k) and other deduction programs. Stays current on all federal and state laws and regulations governing wages and payroll. Provides backup support to the Payroll unit. The Manager also manages the Accounts Payable and Cashiering functions to maximize efficiency ensure all financial data are properly recorded and paid. Monitors the work of assigned staff and provides guidance as needed.
- Manages Payroll staff and payroll processing, assists with special payroll inputs, escalations, and payroll reconciliation. Provides backup support to the Payroll Specialist position through ongoing review of the payroll processing function, recommending process improvements and standards, and being capable of independently transmitting a full payroll.
- Ensures the adequacy of the reconciliation of the semi monthly payroll and the preparation of the monthly general ledger allocation of payroll and benefit expense, and other payroll reports as well as the year end payroll schedules and related reports.
- Participates in regular meetings with other departments, including HR, to ensure that all processing of payroll data is completed accurately and on a timely basis. Makes recommendations for improvements, as necessary. Manages special projects, included to but not limited to changes in 401k providers, payroll processors or integration to financial systems.
- Responsible for any payroll related audit, including inquiries from auditors and government agencies.
- Manages Accounts Payable staff, ensuring adequate staffing and resources to handle workload. Ensures payments and voids are properly recorded and reconciled. Reviews high dollar invoices scheduled for payments for accurate processing.
- Maintains knowledge of regulatory reporting requirements and related tax regulations. Assist team in reinforcing adherence to Club policies and procedures.
- Confers with the Controller in setting team goals. Provides general and technical guidance and feedback to staff: prepares and conducts performance reviews; makes salary, hiring and promotion recommendations; assigns work and establishes priorities, insures staff training, development and enhancement of employee skills; works with staff to streamline work flow and eliminate redundancies.
- Under the guidance of the Controller, designs and maintains sound systems of internal controls over Accounts Payable and Payroll transactions.
- Anticipates needs, evaluates alternatives, makes recommendations, develops procedures and training relating to Payroll and Accounting system conversions, and modifications. Provides content and updates to the department’s intranet website on policies, procedures and contact information.
- Maintains professional and technical expertise by reviewing publication and staying up-to-date on industry principles and practices.
- Contributes to the department plan and help the department deliver on its commitment for an inclusive and equitable work environment. Helps develop and coach staff on their individual work plans on inclusion and equity.
- Performs miscellaneous duties as directed.
- 5 years of payroll experience including the supervision of staff or major programs. Payroll certification and/or CPA, MBA, CMA preferred.
- Demonstrated knowledge of current accounting and payroll standards, federal and state regulations.
- Knowledge and prior experience in the application of computerized payroll and accounts payable systems, preferably NetSuite and Workday.
- Knowledge of systems of internal controls.
- Knowledge of Generally Accepted Accounting Principles (GAAP) and IRS Codes and other governmental regulations related to tax compliance and reporting.
- Good verbal and written communication skills.
- Demonstrated problem solving skills and effective organizational skills. Strong time management skills and ability to meet multiple competing deadlines.
- Ability to interact effectively with staff, management, volunteers and outside vendors.
