The Finance & Operations Manager is responsible for all operations functions in a small Business Unit, typically less than 20 staff (or within 20-40 outside of USA). The Manager will be responsible for Finance, Human Resources, Facilities, Information Systems, Office Management and/or Safety.
The Manager will work towards meeting the strategic priorities of the program by developing and implementing tactics for approved plans, and completing and/or overseeing day-to-day tasks. He / She is responsible for the legal operating of Hong Kong Foundation Related Entity of TNC, including but not limited to Finance, Audit, Tax filings, Labor requirements, etc. He/She may be responsible for central administrative processes, including facility management, telecommunications, mailroom operations, supervising telephone/public reception, maintaining office supplies and equipment, and purchasing requests. He/She is responsible for development and implementation of annual budgets, and monitoring progress. He/She may provide assistance to all levels of staff on Human Resources issues, working closely with the Regional Human Resources Business Partner. The Manager will provide guidance in satisfying requirements based on extensive knowledge of policies and procedures. He/She will interpret guidelines and analyze factual information to achieve results, improve workflow, and solve problems. He/She will provide recommendations and targeted training related to the functional activity He/She manages. The Manager will work in close cooperation with any or all of the following: Conservancy staff, donors, volunteers, vendors, public agencies, financial institutions, and legal and accounting professionals. He/She will keep up-to-date on market trends and best practices in order to improve services. He/She will organize and coordinate diverse activities, project outcomes, monitor progress, and implement solutions, in consultation with leadership.
RESPONSIBILITIES AND SCOPE
The Manager does some combination of the following:
- Act independently within broad program goals to prioritize tasks in the absence of specific instructions and exercise independent judgment to identify and solve problems;
- Ensure programmatic commitments, Conservancy policies and procedures, GAAP, and legal requirements are met and managed for compliance. Decisions may bind the organization financially or legally;
- Provide timely and accurate financial reports and analysis to board members and project managers;
- Develop and monitor budget, forecast, sustainability, and strategic financial plans;
- Perform general accounting duties (may include managing external accounting vendor), to include: basic journal entries for transfers, loans, land transactions, accruals, deferred revenue and expense corrections;
- Review and monitor income statement and balance sheet (including pledges) items at month and year-end close;
- Provide financial expertise on land deals or other special projects;
- Ensure revenue, expenses and net assets are managed to reflect donor intent, including working with cross-functional teams to perform revenue allocation;
- Manage privately funded awards;
- Collaborate with Grants Specialists on managing public awards;
- Oversee day-to-day financial activities such as purchasing, processing invoices, negotiating, and contracting with vendors;
- Ensure contracted vendors carry required insurance coverage and that appropriate documentation is obtained and maintained;
- Maintain confidentiality of frequently sensitive and emotionally-charged information;
- Manage functional activity towards program’s strategic goals;
- Manage projects with several variables, set realistic deadlines, manage a timeline, and ensure accountability.
- Travel occasionally, working long and flexible hours as needed;
- May participate in complex negotiations;
- May supervise administrative, professional, and/or volunteer staff, including training and professional development;
- Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain; and
- Work is diversified and may not always fall under established practices and guidelines.
Additionally, for programs outside of the US, may include one or more of the following:
- Manage or oversee activities related to in-country legal, labor and financial compliance.
- Manage and oversee TNC local bank accounts. Manage keys/passwords and approve transactions, oversee bank reconciliations and ensure they’re completed timely and accurately.
- Liaise and coordinate with WO treasury on funds transfers in accordance with the Financial Management Handbook and WO Treasury requirements.
- Manage, report and monitor foreign exchange impacts
- Supervise the Operations coordinator
- Manage and maintain all local HR files/records
- Assist Global Mobility team for global assignee
- Work with payroll vendor to prepare monthly payroll and all required filings with Inland Revenue Department
- Manage and oversee local payroll processes, including Insight uploads.
- Liaise with WO HR Global Benefits team as necessary on locally-provided employee benefits
- Where applicable, manage and oversee local accounting vendor.
- Manage and oversee relationships with other vendors and service providers as needed.
- Manage and/or oversee invoice processing.
- Manage and/or oversee local accounts receivables in partnership with the Development/Conservation Departments
- Manage all Operations aspects of entry into new countries in the region, and exit from countries where TNC is ceasing operations.
- Assist in organizing Global/Regional/local workshop, training, meeting when required. Suggestion for venue, negotiation of package price and provide logistics support etc.
- Perform other duties as assigned
- Member of ACCA / HKICPA or equivalent
- Finance / Accounting experience;
- Experience coordinating projects;
- Experience generating financial reports and analyzing and interpreting data;
- Experience developing and administering departmental budget or equivalent;
- Experience managing multiple central administrative processes; and
- Experience working across departments.
DESIRED QUALIFICATIONS
- Bachelor’s degree and at least 6 years managing experience of Finance, Human Resources, as well as Administration;
- Multi-lingual skills and multi-cultural or cross-cultural experiences are appreciated Ability to implement complex processes;
- Fluent Communications in English and Cantonese, Mandarin as a plus
- Demonstrated experience handling confidential information;
- Demonstrated experience using diplomacy and tact to build strong relationships and motivate staff;
- Experience leading others
- Experience working with government awards;
- Experience interpreting guidelines to achieve desired results;
- Experience supervising staff, interns and/or volunteers;
- Strong organization and negotiating skills, accuracy, attention to detail and ability to manage multiple tasks; and/or
- Non-profit GAAP accounting experience.
