The Director of Human Resources implements HR policy as approved by the Board of Trustees and provides strategic leadership to attract, develop and retain the best talent available. (S)He oversees the development and implementation of talent management, human resources policies, plans and services, including recruitment, legal compliance, employee benefits, compensation, employee relations, diversity and inclusion, employment practices and procedures, employee communications, and events.
Areas of Responsibility:
- Participate in strategic planning for the organization. Provide leadership and consulting support to Branch Executives and Directors on matters of reinforcing culture, setting goals, developing policy, effective application of HR policies and procedures, and implementing strategic objectives.
- Provide effective and efficient assistance and HR services to employees, supervisors and Executive Directors.
- Oversee talent management, including staff training and leadership development, retention, recognition, employee communication and career development. Assess and evaluate training and staff development needs, and develop programs to meet needs.
- Develop and maintain performance management and appraisal programs. Provide assistance to employees and supervisors with questions and workplace problems.
- Develop and manage compensation and benefit programs, including job description and classification, salary structure and salary adjustments. Manage benefit plan communication, enrollment and administration. Assess the competitiveness of human resources programs and practices against the relevant markets and make recommendations for improvements and changes.
- Remain current with employment laws and regulations. Maintain an effective program of compliance with laws and regulations related to human resources, and manage relationships with compliance agencies and legal counsel.
- Oversee HR information systems and employee records to ensure accuracy and improve the overall operation and effectiveness of the organization. Ensure timely and accurate submission of data requested by the EEOC, YMCA of the USA, Department of Labor, etc.
- Serve as the staff facilitator for the HR Committee of the Board of Trustees to build volunteer relationships, develop policies, oversee policy implementation and meet the related needs of the Board.
- Develop staffing strategies and implementation plans and programs. Assist Branch Executives in identifying effective sources for candidates for all levels of jobs.
- Direct the staff in the performance of their duties, establishing work priorities in achieving strategic and operating plan goals. Prepare Human Resources budget and monitor expenditures.
- Develop and implement a staff recognition program that acknowledges and promotes excellence.
- Serve as a resource and participate as a leader/member of various staff committees and leadership groups.
- Plan and organize the key staff meetings and retreats.
- As a senior manager, participate in association-wide events including the Annual Campaign, Board and Committee meetings and special events.
- Conduct studies and manage projects involving a variety of human resource matters.
- Manages the budget and other financial measures of the HR department.
Educational Background:
Bachelor's degree in business, human resources or equivalent; Master’s degree preferred.
Skills/Experience:
- Ten or more years of professional experience in all aspects of human resources management and staff development and/or equivalent combination of education and experience.
- Knowledge and professional experience in planning and policy, talent management, selection, compensation, benefits, training and staff development, employee relations, and performance management.
- Current knowledge and understanding of regulations, industry trends, current practices, new developments, and applicable laws regarding human resources.
- Proficiency in business and human resources related computer applications, which may include talent management systems, time and attendance systems, etc.
- Senior human resources certification preferred (SPHR or equivalent); YMCA certifications preferred.
Compensation/Benefits:
Salary: $57,600.00 - $72,000.00
