The Associate for Monitoring and Evaluation supports the Manager of Monitoring and Evaluation and the Director of Program Operations in enabling the Digital Impact Alliance (DIAL) to track its progress and impact, share lessons learned and contribute to a more inclusive digital ecosystem globally.  The evaluation function works across the three key focus areas (platforms and services, data for development, and insights and impact) to develop and implement tools and processes or project management as well as ecosystem-level studies.

Under supervision of the Manager of Monitoring and Evaluation, the Associate will help implement project-level M&E tasks across focus areas, working especially on data collection and integration across projects, centralizing and standardizing data collection tools and systems where possible.  He or she will also help research and monitor secondary data sources of interest to DIAL’s work and help promote an overall data-driven approach to DIAL’s work.  The Associate will take part in M&E processes like theory of change, lessons learned, outcome harvesting and various innovative approaches to monitoring and evaluation, particularly those that support an adaptive, learning context that is transparent and committed to sector-wide sharing, communication, and learning.

The Associate will report to the Manager of Monitoring and Evaluation and support the Director of Program Operations.  This position will also work closely with project staff, operations, and communications.

Areas of Responsibility: 
  • Implement M&E-related tasks for current projects and help develop tools and approaches for new projects.
  • Help integrate data metrics and tracking with related functions in business operations.
  • Support the development and testing of quantitative models designed to approximate DIAL’s impact on the digital ecosystem.
  • Perform regular qualitative and quantitative data collection, analysis, and visualization activities in support of project M&E.
  • Support facilitated exercises like focus groups, Theory of Change, Appreciative Inquiry, Lessons Learned, etc. to help project teams articulate on what works, why, and why not.
  • Work closely with the Manager of Investment Evaluation to develop and carry out surveys, focus groups and interviews that solicit partner input and track DIAL’s progress.
  • Help the Investment Evaluation unit promote and model innovations in M&E and technology through DIAL’s work and business operations.
  • Support the creation of case studies, or other documents that feed into DIAL M&E, reporting, and communications.
  • Work with Manager of Investment Evaluation, Director of Program Operations, and Senior Director of Insights and Impact to develop, collect and amplify evidence and use cases on the value of data and how data is improving decision-making and contributing to development outcomes.
  • Other duties as assigned.
Skills/Experience: 
  • 3-5 years of monitoring and evaluation experience, including international work.
  • Strong technical skills in standard software programs, web-based applications, databases, data visualization tools, statistical software, enterprise and/or software integration.
  • Strong facilitation skills, convening groups of individuals and guiding through conceptual analysis and consensus building (e.g., program design, theory of change, etc.).
  • Experience with both quantitative and qualitative research methods, including data collection, analysis and presentation.
  • Master's degree preferred in public policy, statistics, social science, economics, international affairs, or related field.
  • Sense of humor; highly organized; demonstrates grace under pressure; and delivers results in a fast-paced environment. 
  • A willingness to travel, domestically and internationally and the ability to interact with people from diverse, multi-cultural backgrounds.
