The Public Policy Manager is responsible to advance the mission of the organization and to implement our strategic plan by building and mobilizing grassroots advocacy, interacting with policy makers, committees and coalitions and communicating the Association’s issues and policy priorities in North Dakota. The Public Policy Manager works with the Vice President of Government Affairs to build and implement a strategy for state public policy and advocacy efforts at both the state and federal level in North Dakota.

Areas of Responsibility: 
  • Plan and implement all grassroots and grasstops advocacy activities focusing on federal, state, and local leaders.
  • Recruits, trains, and facilitates the efforts of state and federal advocates.
  • Manages statewide advocacy visits/correspondence/electronic correspondence.
  • Manages advocacy database/communications.
  • Plans and implements Alzheimer’s Advocacy Day at the state capitol.
  • Recruits and coordinates volunteer advocates from the state to attend the Advocacy Forum in Washington, D.C.
  • Plan and implement town halls/community events with members of the state’s congressional delegation.
  • Mobilize advocates on federal issues in coordination with the D.C. Public Policy Office, including ensuring timely and effective response to policy developments by advocates.
  • Coordinates with the Vice President for the implementation of state public policy goals such as development of the state platform and strategy in collaboration with the Chapter public policy committee and the national public policy office.
  • Represents the Chapter on state-level public policy priorities, including working year-round with the state legislature and state agencies, including the public health department, as appropriate.
  • Develops alliances with similar organizations in order to advance issues of importance to the Association as the state level.
  • Provides a periodic update of state and federal legislative matters pertaining to Alzheimer’s to all Association staff in the state, Ambassadors and other advocates.
  • Represents the chapter at public forums, conferences, state task forces, government agencies, etc. on public policy issues as needed.
  • Support and participate in chapter events such as Walk to End Alzheimer’s, as requested.
  • Assists and collaborates with the Chapter Marketing staff to coordinate media outreach that promotes the Association’s state and federal policy agenda.
  • Assists and collaborates with the Chapter Development staff as necessary and appropriate to achieve chapter mission and goals including community/development events.
  • Assist and collaborate with the Chapter Program staff to support care and support contracts in the state.
  • Promote and assist advocate volunteers in the promotion of the Association’s 501(c)(4) advocacy arm - the Alzheimer’s Impact Movement (AIM).
  • Provide necessary training and materials for staff and volunteers at all chapter events to recruit advocates and members of AIM.
  • Track and report activities to ensure compliance with federal and state lobbying laws.
  • All other duties as Assigned.
Educational Background: 
Bachelor’s degree or equivalent work experience
Skills/Experience: 
  • At least 3 years of state-level government affairs experience and/or grassroots advocacy
  • Detail oriented, adaptable, organized and able to successfully manage multiple projects and tasks
  • Proven self-starter with excellent judgment and careful attention to detail
  • Ability/willingness for frequent travel across the chapter territory including some evenings and weekends
  • Strong negotiation skills
  • Have current contacts within the legislature and/or potential partners
  • Understands and is familiar with legislative and regulatory process
  • Familiar with senior/elder issues
  • Ability to work effectively with diverse populations with a high level of integrity, diplomacy and initiative
  • Volunteer management and coalition building experience
  • Ability to operate a motor vehicle. Must be in possession of a valid driver’s license and insurance
