Haiti Project Manager, Global Alliance for Clean Cookstoves

The Haiti Project Manager is responsible for managing the development and set up of the project, and managing the continued collaboration between the DC office and the Port-au-Prince office during project implementation.

The Haiti Project Manager will directly support the Haiti Project by managing the timely launch and implementation of the Project from the Washington, DC Global Alliance for Clean Cookstoves headquarters and in cooperation with the Port-au-Prince project office staff (not yet hired). This includes coordinating annual work plan and budget development, assisting with the development of requests for proposals, shepherding contracts, coordinating experts for workshops, monitoring budgets, grant reporting, and overseeing the logistics of the Haiti Project. S/he will also work closely with the budget, market development, demand and behavior change, evidence and impact, and communication and partnerships teams.

Areas of Responsibility: 

The Haiti Project Manager will work closely with Alliance staff members from each programmatic area in DC as well as all project staff in Port-au-Prince. The Haiti Project Manager will report directly to the Haiti Project Director.

Ensure that the team’s various project goals and milestones are achieved by:

  • Working with the team to develop necessary tracking tools and documents for individual and group projects and fostering project flow and efficiency.
  • Monitoring progress of projects to ensure grant milestones are met.
  • Participating in strategic planning of team objectives and ensuing projects.

Project Management (80%) 

  • Manage the Port-au-Prince staff recruitment, Port-au-Prince office set-up, Port-au-Prince legal authorization, and project launch.
  • Manage the timely coordination of the activities being undertaken by the Alliance team members in Washington, D.C. and monitor adherence to all grant timelines and budgets.
  • Serve as the principle liaison between the Port-au-Prince office and the Washington, D.C. to ensure effective communication. 
  • Manage the development, design, and budgeting process for annual work plans.
  • Convene regular internal coordination meetings/calls to monitor progress against the work plan, and convene calls with Global Affairs Canada and other donors as appropriate, to provide updates on progress against deliverables, address project challenges, coordinate travel, and share other relevant information.
  • In coordination with the Port-au-Prince office, manage annual reporting deadlines and deliverables.
  • Manage the content development, design, and annual budgeting process for the Haiti Project in collaboration with the Budgets Manager.
  • Work closely with the Budgets Manager and Grants and Contracts Officer to create standard operating procedures and manuals to adhere to donor rules and regulations.
  • Work with relevant directors to develop TORs and contracts for additional consultants for implementation of Project activities, research studies, and other projects as needed.
  • Manage the Haiti stakeholder consultation process until the Port-au-Prince office is fully staffed, ensuring that government ministries, cookstove/fuel manufacturers, distributors, and civil society groups are consulted that their inputs are incorporated into the design of project activities.
  • Organize and facilitate in-country workshops/consultations for stakeholder engagement and education.
  • Coordinate the translation of project documents for dissemination.  
  • Maintain and update the Haiti partner contact database.  
  • Serve as a liaison with the HR department to recruit and hire additional staff and assist with on-boarding for new team members.

Logistics (20%) 

  • Manage logistics of Alliance staff visits to Haiti, including but not limited to transportation, visas, meals, lodging, and translation.
  • Schedule meetings with stakeholders as requested and make necessary arrangements including booking rooms, conference call setup, etc.
  • Perform other duties and/or tasks as assigned.
Educational Background: 
Bachelor’s degree required. Master’s Degree in international development, public health, environment, or related field, preferred.
Skills/Experience: 
  • Fluency in French required.  
  • Minimum 5 years professional experience in international development, public health, environment, consulting, project management, or a related field required, including 3 years experience in project management
  • Previous experience launching large-scale international development projects
  • Previous experience managing or supervising staff.
  • Previous experience working in Haiti desired.
  • Ability to prioritize multiple tasks and meet deadlines.
  • Ability to work in a team setting and also to work independently with minimal supervision.
  • Position requires demonstrated poise, tact, and diplomacy. Must be comfortable handling confidential and sensitive information. 
  • Demonstrated initiative and problem-solving skills.
  • Highly proficient in MS Word, Excel, PowerPoint and other software applications.
  • Demonstrated ability to manage upward.
  • Personal commitment to Global Alliance for Clean Cookstoves and UNF’s vision and the ability to articulate those to others in a convincing manner.
  • Familiarity with Haitian Creole a plus.
  • Familiarity with the clean cooking sector or household energy a plus.
