The Program Manager for the Information Technology Department will be responsible for the management of programs with multiple work streams or projects within the IT portfolio.  The Program Manager will work closely with business stakeholders to identify and execute organizational priorities and efficiencies through successful solution delivery.  This role will coordinate activities as defined by the solution development and project management life cycles and contribute to the execution and continual improvement of department processes.  The Program manager will build relationships with stakeholders and team members to meet or exceed success criteria for assigned programs and projects.

Areas of Responsibility: 
  • Identify and develop program plans to create efficiencies in the execution of related projects or inter-dependent solution needs.
  • Develop and clarify project scope and requirements for high-priority, high-risk, or inter-dependent information technology related programs and projects to ensure Y-USA department or branch needs are identified and communicated.
  • Identify program/project scope and business objectives as they align with organizational strategic priorities.
  • Ensure program and project management plans are appropriately scaled to the priority, complexity, and/or risk using the PMLC and SDLC frameworks.
  • Work closely with teams and business stakeholders to deliver solutions within scope, budget, and schedule; appropriately communicate changes to baselines to ensure successful delivery to production.
  • Manage and execute PMLC and SDLC deliverables and objectives for multiple programs and projects; Execute assigned tasks for the duration of assigned programs including both coordination activities, business analysis deliverables, quality assurance test execution.
  • Develop resource plans that align to the skills, duration, and effort required for successful project execution and assist in alignment to department resource capacity.
  • Coordinate vendor management functions and manage to approved statements of work.
  • Manage risks and issues throughout the project lifecycle and ensure proper communication is executed and understood by stakeholders and delivery teams to drive key decisions.
  • Monitor and report on progress throughout the life cycle through status reporting and Key Performance Indicators. 
  • Manage and coordinate all activities needed to prepare for product delivery and achieve sustainability and user adoption post launch.
  • Ensure that IT resources understand the functional requirements of the project based on approved scope by working with project managers, solutions architects and/or business stakeholders.
  • Provide team leadership by removing barriers and obstacles; motivate and set the tone for ongoing process improvements to allow team members to be efficient and productive.
  • Work closely with project managers, solution architects and/or third party vendors to establish the appropriate project management and system development lifecycle tools and resources to support project execution.
  • Analyze current operational processes and make recommendations to optimize them and improve efficiency.
Educational Background: 
A bachelor’s degree or equivalent experience is required; a concentration in business operations, information systems or technology is preferred.
Skills/Experience: 
  • The ideal candidate will have experience implementing a 3rd Party Electronic Medical Records system within a medical practice or large hospital group setting OR experience implementing Learning Management systems
  • Must possess 7+ years of experience as a program manager in a software development organization.
  • Project Management Professional certification from Project Management Institute is required.
  • Must possess previous work experience performing delivery of custom development and third party applications through iterative waterfall and agile methodologies using PMBOK processes.
  • Must possess experience developing and aligning program work streams and projects to the product strategic roadmap.
  • Experience developing business cases and cost models.
  • Must possess the ability to assist in the improvement of business processes and leverage resources.
  • Must have the ability to grasp processes and technical concepts quickly with a strong aptitude to translate business requirements into detailed specifications and technical verbiage into easily understood language for business users.
  • Experience leading cross-functional teams for multiple programs and projects through influence and collaboration.
  • Must possess independent decision-making skills and good judgment skills.
  • Must possess interpersonal and collaboration skills to support team building and development.
  • Excellent analytical and planning and organizational skills are required.
  • Excellent written and verbal communication skills are required. Must possess excellent presentation, organizational, facilitation and problem-solving skills and interact with C-suite and senior level business leadership.
  • Must possess strong skills as related to Project Management and Product Development tools such as Microsoft Project, Sharepoint, Visio, Office Suite, and Microsoft Team Foundation Server.
