Senior Consultant, Human Rights of LGBTI People

The objectives of the consultancy are to:

  • Provide strategic advice and support for the implementation of the OHCHR-led UN Free & Equal campaign;
  • Conduct a "lessons learned" exercise to capture and disseminate experience gained from implementing the campaign over the first five years (2013-2018); and
  • As required, provide additional research and other strategic advice and support to OHCHR on issues relating to the promotion and protection of the rights of lesbian, gay, bi, trans and intersex persons.  

The consultant will be contracted by the UN Foundation to support the work of OHCHR on the rights of LGBTI people, including the OHCHR-led UN Free & Equal campaign.

The work will be carried out under the supervision of the OHCHR team leader on the rights of LGBTI people, in collaboration with other staff members of the team working on the rights of LGBTI people, and other relevant OHCHR colleagues, as appropriate.

In respect of the UN Free & Equal campaign, the consultant/individual contractor will provide strategic advice and support to OHCHR on all aspects of the campaign. This includes but is not limited to providing inputs on strategy, substantive and creative inputs; for all text, images and video used in campaign materials, on the campaign website and on social media; reviewing draft content and messaging to ensure alignment and consistency with established OHCHR positions and applicable international human rights standards, and engaging with other stakeholders, including equality champions, civil society, and other stakeholders. The consultant will also provide support to the implementation of related partnerships, including the partnerships between the UN Foundation and companies aimed at generating funding for UN Free & Equal campaign-related activities.

In respect of the “lessons learned” exercise, the consultant will be expected to prepare a concise paper documenting key elements of the approach adopted for implementation of the campaign and quantifying and analysing data on the campaign’s reach and impact to date. The paper should identify in particular those initiatives that were particularly successful in reaching target audiences, and which less so, drawing lessons as appropriate, and identifying different strategic options for the coming years. It should also focus on learnings from the experience of campaign implementation that might be applied to future LGBTI-related public information work, as well as to public information work in other areas of relevance to OHCHR’s work.

In addition, the consultant will provide additional research and other strategic advice and support to OHCHR’s work on the rights of LGBTI people. This includes preparation of draft briefing notes and talking points, researching and preparing relevant inputs, reviewing and editing draft OHCHR documents and publications as well as other documents, at the request of OHCHR, and speaking, as appropriate, at conferences and other events on relevant topics related to LGBTI issues, in support of OHCHR’s work on this issue.

Areas of Responsibility: 
  • Videos, factsheets, memes and other materials developed, executed and disseminated online and through social media as part of the ongoing OHCHR-led UN Free & Equal campaign. (Timeline: over the duration of the consultancy).
  • A “lessons learned” paper – not to exceed 20 pages – drawing on the experience of implementing the OHCHR-led UN Free & Equal campaign, and including recommendations for the UN Free & Equal campaign as well as on key elements of campaigning that might be applied or adapted for use in future OHCHR public information and campaign work. (Timeline: draft paper to be submitted for OHCHR review within 3 months of the start of the consultancy).Consultant to incorporate feedback on draft paper provided by OHCHR and produce a revised version within 1 month of receiving the feedback
  • Other inputs, strategic guidance, research, materials and support as requested by OHCHR, including inputs and drafts of briefing notes, talking points, statements, editorial inputs to draft publications, comments, edits and inputs on relevant OHCHR documents. (Timeline: over the duration of the consultancy).
  • Report required: YES
  • Lessons learned paper – max 20 pages, English.
  • USD 7,500 per month, over 12 months, to cover all deliverables, including lessons learned paper and ongoing strategic support, guidance and research for OHCHR as per terms of reference.
  • The consultancy may include travel, to be determined by OHCHR. Travel will be reimbursed separately by the UN Foundation. 
Skills/Experience: 

The consultant’s performance shall be rated with reference to the following criteria:

  • The quality of the substantive content, analysis and drafting.
  • Timely response and production of drafts, inputs.
  • Effective outreach to relevant stakeholders.
  • Incorporation of comments received on drafts.
  • Effective coordination and liaison with OHCHR.
