The GIS Officer works closely with the program team on different projects and provides GIS data and spatial analysis. The Officer will also build a GIS library for use by the program team. The position is based in Delhi, India
Areas of Responsibility:
- Lead the process of building a GIS library for ongoing and future conservation projects
- Integrate GIS and Remote Sensing in TNC-India’s programs in all stages of project – planning, implementation, and monitoring & evaluation
- Collect spatial data and prepare maps to assist in effective communication and writing of proposals
- The creation of maps and other related spatial analysis and data management to support projects through collaboration with scientists from TNC’s India team and TNC’s global teams. Initial projects are likely to include:
- Delineating basin, macro- & micro-watershed, and mapping Land-Use Land-Cover in the catchment areas. Marking important inlet and outlet points for the source-water catchment management for selected cities in India
- Detailed maps and spatial analysis for supporting trade-off analysis (human-water demand, ecosystem services, biodiversity) of Middle Ganga.
- Delineate basin, watershed & catchment to perform spatial analysis for identifying the benefits of desilting of tanks in Maharashtra
- Detailed current and projected land-use maps for different ecological and development scenarios for selected districts of Madhya Pradesh and Maharashtra and spatial analysis of their implications on selected outcome variables.
- Detailed maps and spatial analysis of restoring a wetland, mapping the lakes, identify the land-use land-cover change in selected Indian cities
RESPONSIBILITIES AND SCOPE
- Build a GIS library
- Meet the program’s spatial analysis needs across our three programmatic areas of land, fresh water and cities.
- Undertake analysis for landscape-level land-use and conservation planning among others.
- Provide technical coordination and support of GIS activities between members of TNC-India team, TNC-Global team and project partners.
- Take Leadership and Project management as necessary
- Assist with other programmatic needs which may include coordinating stakeholder meetings, preparing presentations and reports related to GIS activities, etc.
- Work independently, Exercise independent judgment to identify and solve problems.
- Demonstrate sensitivity in handling confidential information.
- Ensure compliance with TNC policies and procedures and external (donor/legal/IRS) requirements.
- Manage assigned tasks, coordinating the work of a broader TNC team and achieving deadlines.
Educational Background:
MS degree in Geography, GIS, Computer Science or related field and 5-10 years related experience, or equivalent combination of education and experience.
Skills/Experience:
- Experience in designing and maintaining enterprise-scale spatial and relational databases to meet organizational needs.
- Experience in developing and managing multiple projects.
- Working knowledge in creating and maintaining internet-based spatial data viewers, interactive online analysis tools and spatial data distribution tools.
- Supervisory experience, including ability to motivate, lead, set objectives and manage performance.
- Experience administering a budget.
- Experience training individuals and groups (if required).
- Advanced expertise in the use of Geographic Information Systems (e.g. Esri ArcGIS Desktop and extensions, ArcGIS Server, Geodatabases, etc.) and Remote Sensing Software (e.g. Leica Geosystems ERDAS Imagine, ENVI, Feature Analyst, etc.)
- Working knowledge of relevant scripting and programming languages (e.g. KML and KMZ files, Python, R, Microsoft VBA, C++, Java, etc.).
- Experience creating standardized cartographic map design and spatial data visualization products for static and dynamic (Internet-based) map applications.
DESIRED QUALIFICATIONS
- Master’s degree and 6 years of experience or equivalent combination.
- Good knowledge of the data sources and availability with NRSC, FSI, WII, other central/regional/state/local departments
- Additional experience in analysis using GEE, R, Python will be highly beneficial
- Additional experience in analysis using Google Earth Engine, R, Python will be highly beneficial
- Working knowledge of scripting languages (esp. Python, SQL, and Java) for conducting automated, complex, and high level geospatial analysis.
- Experience with ArcGIS-server, ArcGIS online, and have experience in handling and managing big data, knowing of the right data sources within the country to acquire them will be invaluable.
- Prior experience of open source tools such as ODK, Google Tour Builder, Time lapse, etc will be beneficial
- Experience and knowledge of application of various remote sensing data for monitoring land and water resources
- Develop alternate/new strategies, analytical pathways to carry out established geospatial analysis and tasks to achieve various program goals.
- Ability to think critically and “out of the box” with a problem-solving approach.
- Willingness to work flexible hours to accommodate international staff and time differences
