The Finance and Operations Manager (FOM) will provide overall direction or leadership for all operations functions within the Business Unit (BU). The FOM will be responsible for Finance, Human Resources, Procurement, Facilities, Information Systems, Office Management, and/or Safety. This position is based in Bogotá, Colombia.
The Finance and Operations Manager will work towards meeting the strategic priorities of the program by developing and coordinating financial and operative plans, serve as a team leader to achieve financial sustainability and overseeing day-to-day tasks. He or she is responsible for following up financial figures and providing reports and financial analysis to senior leaders to guide business decisions. He or she is responsible for managing central administrative functions, facility management, telecommunications, mailroom operations, central filing, telephone/public reception, maintaining office supplies and equipment, and processing purchasing requests. He or she is responsible for development and implementation of annual budgets and forecast exercises. He or she will also manage administrative tasks related to Human Resources, Information Systems, and Finance, including processing forms and preparing financial reports to different audiences. He or she will be responsible for board and BU Director engagement in the financial management and financial sustainability of the Program, including the presentation of financial information at BU Director and board meetings. He or she works with Development team in preparing proposals. He or she will contribute to the development of new guidelines and report to Latin America Finance and Operations Director. The Finance and Operations Manager will work in close cooperation with any or all of the following: Conservancy staff, donors, trustees, vendors, public agencies, financial institutions, and legal and accounting professionals. He or she will adhere to and advise on the organization's policies and procedures and compliance to local laws. He or she will provide advice, recommendations, and broad training related to operations and finance. The Finance and Operations Manager will maintain expert knowledge of the systems and resources utilized by the team and apply knowledge to managing support and planning communications related to the resources. He or she will manage documentation, initiate complex processes, and serve as key team member for the enhancement of systems and tools. He or she will lead diverse activities, analyze situations, evaluate alternatives, project outcomes, and implement solutions in order to improve effectiveness and the financial sustainability of the Business Unit.
RESPONSIBILITIES AND SCOPE
- Act independently, exercise independent judgment to identify and solve financial and operations complex problems;
- Design and manage multiple projects, directing work of staff, setting deadlines, and ensuring accountability;
- Design and plan new initiatives that will ensure department and organization-wide goals and strategies are achieved;
- Direct or participate in negotiations for complex or sensitive agreements;
- Ensure programmatic commitments, Conservancy policies and procedures, GAAP, and financial standards are met and managed for compliance. Decisions may have program-wide impact and may bind the organization financially or legally;
- Provide timely and accurate financial reports and analysis to board members, project managers, BU Directors and Regional Office;
- Develop and monitor budget, forecast, sustainability, and strategic financial plans;
- Perform general accounting duties, to include: basic journal entries for transfers, loans, land transactions, accruals, deferred revenue and expense corrections;
- Review and monitor income statement and balance sheet (including pledges) items at month and year-end close;
- Provide financial expertise on land deals or other special projects;
- Ensure revenue, expenses and net assets are managed to reflect donor intent including working with cross-functional teams to perform revenue allocation;
- Develop quarterly certifications related to lands, depreciation of assets, and others
- Manage private funded awards;
- Collaborate with Grants Specialists on managing public awards;
- Oversee day-to-day financial activities such as purchasing, processing invoices, negotiating, and contracting with vendors
- Ensure contracted vendors carry required insurance coverage and that appropriate documentation is obtained and maintained;
- Maintain confidentiality of frequently sensitive and emotionally-charged information;
- Manage team accountability for strategic goals related to functional area;
- Supervise one or more administrative or professional staff, including training and professional development;
- Manage or oversee activities related to in-country legal, labor and financial compliance;
- Manage and oversee TNC local bank accounts. Manage keys/passwords and approve transactions, oversee bank reconciliations and ensure they’re completed timely and accurately;
- Act as Bank signatory for all accounts payable transactions processed in the Business Unit countries up to the limit of the Delegation of Authority and in accordance with Conservancy policies and procedures as well as local laws.
- Liaise and coordinate with WO treasury on funds transfers in accordance with the Financial Management Handbook and WO Treasury requirements;
- Liaise and coordinate audits with WO and outside external audit companies as required;
- Manage, report and monitor foreign exchange impacts;
- Manage and oversee local payroll processes, including Insight uploads;
- Where applicable, manage and oversee local accounting vendor;
- Manage and oversee relationships with other vendors and service providers as needed;
- Manage and/or oversee invoice processing;
- Manage and/or oversee local accounts receivables in partnership with the Development/Conservation Departments;
- Liaise with WO HR Global Benefits team as necessary on locally-provided employee benefits;
- Manage all Operations aspects of entry into new countries in the region, and exit from countries where TNC is ceasing operations.;
- Travel frequently and on short notice, working long or flexible hours as needed; and
- Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
- Fluent Spanish and English;
- Finance / Accounting experience;
- Proficiency in Excel and PowerPoint;
- Experience in sophisticated financial analytics;
- Experience developing and implementing complex projects and strategic initiatives in an unstructured environment;
- Experience designing and implementing complex data management solutions in an unstructured environment;
- Experience with relational databases;
