This position supports the work of the Y, a leading nonprofit, charitable organization committed to strengthening community through youth development, healthy living and social responsibility. The Finance Manager at Two Rivers YMCA maintains a supportive, positive atmosphere that welcomes and respects all individuals and coordinates various levels of important business functions. Essential Duties and Responsibilities can be summarized as supporting the general areas of Compliance/Segregation of Duties, Budget, Finance, Insurance, Asset Management and Contract Management.

Areas of Responsibility: 

Compliance/Segregation of Duties

  •  Serve as primary back-up for major administrative, payroll and accounting processes.
  •  Serve as staff lead for bond compliance and bank financing reports. Complete reports on time and submit to necessary parties.
  •  Provide the first level of oversight relevant to maintaining the YMCA’s tax exempt status. Complete and file paperwork as necessary to keep tax exempt status and generate annual community benefits statements for the association, municipalities and school districts we serve to demonstrate our nonprofit value.
  •  Conduct an annual review of administrative policies and recommend adjustments as necessary. Current policies include Business and Finance, Investment, Ethics, Whistleblower, Record Retention, Personnel, FMLA, HIPPA and Gift Acceptance Policies.
  •  Analyze and review monthly financial statements that are generated by the Staff Accountant for accuracy and consistency with monthly budget spreads.
  •  Create financial and operating reports for the board of directors, board of trustees and advisory boards using monthly financial statements and operating information provided by the Staff Accountant and other department leaders.
  •  Collect annual conflict of interest forms from leadership staff and board volunteers.  
  •  Collaborate with the auditor and Staff Accountant to complete the annual 990.
  •  Coordinate the completion of YMCA of the USA’s annual report.
  •  Submit the audit and 990 to YMCA of the USA by June 15 annually; along with any additional institutions requiring it for financing or funding.
  •  Provide oversight to overall banking and merchant services relationships to ensure we are regularly receiving the most competitive rates of service and interest.
  •  Coordinate employee expense qualifications and reimbursements.

Budget/Finance

  •  Conduct an annual review of the long term plan of finance with CEO and propose any necessary adjustments. Provide ongoing monitoring of the operations and capital budget impact on long term plan of finance.
  •  Identify trends in revenue, expense and other business-related operations that could become potential opportunities or threats in any department if not addressed; assist departments with the analysis of these trends and their potential impact on budget and regular financial performance.  
  •  Lead the annual budget process. Propose budget guidelines for major accounts with information gained by analyzing CPI and other major economic trends.
  •  Actively review endowment and capital reserve statements and investments. Initiate transfers and distributions as agreed upon with CEO and long term finance plans.

 Insurance

  •  Administer association general liability and worker’s compensation insurance program; collaborating with operations and human resource staff to implement comprehensive risk management training and review.
  •  Lead employment benefits negotiations; currently including health, dental, LTD and life. Coordinate enrollment periods and the timely and accurate input of data for enrollment and payroll processing. 

Asset Management

  •  Administer association IT and mobile hardware support program; maintaining a basic level of knowledge as to serve as first level of troubleshooting when problems arise.
  •  Collaborate with Property Director to maintain a comprehensive 25-year plan for capital equipment and repairs.  
  •  Maintain a detailed list of depreciable assets for the annual audit.

Contract Management

  •  Serve as staff lead for all association contracts; actively participating in new negotiations and maintaining the knowledge necessary to avoid unfavorable terms or consequences for current contracts and agreements.
  •  Secure and file certificates of liability for all contractors; provide W9’s as necessary.
  •  Review our contract inventory annually and write RFP’s as outlined in the Business and Finance Policy. Initiate the distribution of form 1099s.
  •  Track and record facility and operations licensing; including but not limited to aquatics, childcare, music, video, maintenance and those related to city/county/state compliance.
  •  Manage and regularly review all leases of YMCA property or major leasing of other properties. Collaborate with Staff Accountant for making and tracking payments.
Educational Background: 
Bachelor’s degree in business, finance, accounting, economics or related field preferred.
Skills/Experience:

  • Education and/or Experience: Knowledge of general ledger and accounting functions. Knowledge of and expertise with computerized accounting systems and sound working knowledge of spreadsheets and word processing.
  • Language Skills: Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, volunteers, participants and the general public.
  • Mathematical Skills: Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.
  • Reasoning Ability: Excellent problem-solving skills.Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
  • Certificates, Licenses, Registrations: CPR/AED for infant, child and adult, Blood borne Pathogens, Child Abuse Prevention, and if driving for the YMCA a valid Driver’s License and valid Car Insurance. Other trainings as assigned. Team Leader Certification is preferred.
  • Other Skills and Abilities: Must be highly organized and have the ability to work with confidential matters. Must have competence on a computer including but not limited to; Excel and Word.
Compensation/Benefits: 

Salary: $41,431.00 - $51,788.00
