State and Federal Policy Advocate

NRDC is seeking a State and Federal Policy Advocate to work with the Resilient Communitiesteam. Resilient Communities advances climate strategies that also improve the basics of life such as providing affordable transportation choices, lowering energy bills, and providing access to healthy food. The State and Federal Policy Advocate would serve as lead on federal infrastructure advocacy, liaise with the NRDC’s Center for Policy Advocacy, as well as provide support to Resilient Communities’ local initiatives.

Areas of Responsibility: 
  • Track and watchdog legislative and administrative actions related to transportation, housing and other key infrastructure priorities for NRDC. Bring a particular focus to the actions of the United States Department of Transportation (USDOT), Federal Highway Administration (FHWA), and Department of Housing and Urban Development (HUD).
  • Provide support to Healthy People and Thriving Communities Program on Infrastructure Policy, federal and state policy campaigns, and liaise with the Center for Policy Advocacy.
  • Develop and maintain relationships with key administration officials and congressional staff with transportation, housing and infrastructure portfolios.
  • Spearhead the creation of legislative and administrative campaigns to advance NRDC’s institutional strategic goals related to climate and infrastructure.
  • Draft letters to administration and congress, draft blogs about key policy matters, analyze and critique policy proposals and reports in support of key state and federal priorities.
  • Enroll partner organizations in key campaigns, manage coalitions.
  • Participate in other coalitions as warranted and strategic – work with other organizations in coalitions.
  • Engage and leverage NRDC’s many resources to support infrastructure campaigns - Communications, Digital Advocacy, Development, Environmental Entrepreneurs, Center for Policy Advocacy.
Skills/Experience: 
  • Strong background in urban planning and policy, transportation planning and policy, strong preference for 5 years + experience;
  • Strong writing, public speaking, communications and analytical skills;
  • Strong project management skills;
  • Familiarity and demonstrated relationships with DC non-profit and advocacy organizations as well as key congressional and administrative staff;
  • Ability to work independently a must, ability to take initiative to problem solve critical. Self-starter to thrive in an entrepreneurial culture.
  • Ability to work in collaborative contexts, effectively as a member of a team, regular communication with team members essential.
  • Demonstrated experience and success developing and winning issue based campaigns and attendant political strategy in the past.
  • Passion for changing rules, investments, policies and programs to support sustainable urbanism, with an eye towards equity and reducing greenhouse gas emissions, is essential.
