The Conservation Engineer will work closely with TNC and RI Department of Environmental Management staff to create public access to State and Conservancy properties by performing engineering and project management work in connection with the design, construction, and maintenance of public access infrastructure and habitat restoration practices that are appropriate and compatible with protecting key ecological attributes.

Areas of Responsibility: 

The Conservation Engineer will perform the following essential functions:

  • Participate in the environmentally compatible design of coastal and hydraulic structures as well as land development for recreational and conservation purposes and practices.
  • Design and prepare regulatory applications and construction documents necessary for habitat restoration and public access work.
  • Prepare site plans; design drainage systems, retaining walls and cut and fill slopes and to assist in preparing detailed estimates for contract proposals and federal reports.
  • Oversee construction projects including review of plans, specifications and designs; supervise inspection of workmanship, materials and methods of projects; interpret contracts, plans & designs and oversee work schedules.
  • Assist in preparation of materials specifications, research & evaluation and oversee planning, supervision and review of materials testing activities on construction projects.
  • Oversee the preparation of contract specifications for design, construction &/or maintenance of projects; prepare computations and cost estimates for proposals and participate in negotiations with consulting engineers.
  • To ensure all contracts and projects are in compliance with all state and federal regulations and that all work accomplished and materials conform to appropriate state and federal specifications and regulations.
  • Related work as required by TNC & DEM Supervisors

RESPONSIBILITIES AND SCOPE 

  • Designs, implements and directs complex and diverse projects, encompassing multiple programs and coordinating the work of other professionals inside and outside the organization.           
  • Incorporates cross-disciplinary knowledge to support program objectives.
  • Significant opportunity to act independently within broad program goals.
  • In supervisory capacity, plans, organizes and directs assigned project programs.  Typically supervises project staff of Analysts, Specialists and Technicians.
  • Manages projects on a large geographic scale.
Educational Background: 
MS or BS degree and certification in related field and 5 years related experience, or equivalent combination of education and experience.
Skills/Experience: 

MINIMUM QUALIFICATIONS 

  • Supervisory experience, including motivating, leading, setting objectives and managing performance.
  • Experience in designing and maintaining a database to meet organizational needs. 
  • Experience in developing and managing multiple projects.
  • Experience managing and supervising a team or department and administering a budget.
  • Experience training individuals and groups (if required).
  • Fundraising experience.        
  • Experience using applications such as Microsoft Word, Excel, and Web Browsers.
  • Experience interpreting image analysis, complex spatial analysis, data modeling and landscape scenario analysis.

DESIRED QUALIFICATIONS

  • BS or MS degree in Civil Engineering, and 5 years related experience.
  • Registered Professional Engineer in RI; or ability to obtain license within a year.
  • Supervisory experience, including motivating, leading, setting objectives and managing performance.
  • Ability to read & interpret engineering plans, maps and specifications.
  • Experience using AutoCAD Civil 3D for design purposes.
  • Multi-lingual skills and multi-cultural or cross-cultural experience appreciated.
  • Working knowledge of public access civil engineering principles and practices & project management methods.
  • Working knowledge of conservation principles and land stewardship best management practices.
  • Ability to operate all standard engineering & surveying instruments; perform computations applied to standard engineering operations and utilize computer technology for engineering applications.
  • Managing time and diverse activities under deadlines while delivering quality results.
  • Communicating clearly via written, spoken and graphical means.
  • Ability to carry out complex oral and written instructions.
