Provides engineering solutions and technical support to Public Radio Satellite System.
Areas of Responsibility:
- In cooperation with appropriate NPR staff, shared-use customers, or interconnected station’s staff, defines the scope of potential projects, researches and evaluates possible solutions, and prepares recommendations and specifications for the implementation of projects involving Public Radio Satellite System facilities.
- Supervises and coordinates support staff in the planning and execution of approved projects, including specifications of components, identification of prospective vendors, preparation of bid documents, coordination of purchasing, monitoring of vendor performance, maintenance of schedule, system construction, integration, acceptance, and cost tracking.
- Recommends maintenance procedures for project facilities following completion of installation.
- Coordinates the preparation of completed project documentation packages including drawings, parts lists, network design, system pricing, vendor information, and narratives as required.
- Provides written and verbal technical information of system facilities and procedures to satellite system personnel.
- Provides technical assistance in resolving equipment problems.
- Provides technical hands-on support and coordinates field-support service for stations with extraordinary earth station problems as assigned. Occasional remote, field or site work is required.
- Ascertains availability and suitability of system resources for proposed shared-use projects.
- As directed, initiates, supervises, and executes projects involving system resources in support of shared-use marketing or Business Affairs activities.
- Acts as technical liaison between NPR, system resources personnel, and shared use customers to ascertain successful execution of projects.
- Other duties as assigned.
Educational Background:
College degree or equivalent experience with emphasis on technical and engineering subjects including IT networking. Formal computer programming training a plus, but not mandatory.
Skills/Experience:
- Three to five years’ experience in a hands-on operations and maintenance position involving broadcast, satellite transmit & receive equipment and IP networking experience.
- Additional experience in TCP/IP networking, UDP multicasting and routing, additional TCP/IP protocols, Cisco CLI, packet sniffing, protocol/TS analyzers, SSH and Telnet clients, spectrum analyzers, computer troubleshooting and repair to the component level is required. CCNA Cisco certification desired.
- Three years’ experience managing technical projects.
- Computer experience. Database, CAD/CAM, project management programs and Microsoft Office Suite including Visio.
- Ability to read and understand schematic, systems, block and signal flow diagrams. Ability to troubleshoot and repair to system, sub-system and component level may be required.
- Studio & Data Center integration experience
- IT, PC maintenance, OS installation and configuration
- AoIP Audio network experience, Axia
- RF uplink and downlink experience
- Ability to work irregular, emergency schedule and on-call needs
- Hands-on experience with the system level design, installation and operation of medium and high power transmitters, microwave equipment, microcomputers, microprocessors, data communications, DVB Modulators, multiprotocol Encapsulators (MPE), AoIP audio systems, Monitor & Control systems and network management systems.
- Experience with single-carrier-per-channel (SCPC) satellite systems, both analog and digital and multiple-carriers-per-channel (MCPC) systems including the ability to perform transponder loading and path link budget analysis is required.
- This position requires that employee be located at the is located at the PRSS Headquarters building (1111 N. Capitol St, NE, Washington DC, 20002)
- Location/locality statement: Ability to be on-site at the PRSS Headquarters building (1111 N. Capitol St, NE, Washington DC, 20002) within 2 hours as required unless specifically approved by the Director of Engineering.
- Ability to use power and hand tools for design, fabrication and installation of broadcast and support systems. Knowledge and ability to safely operate tools such as drill press, hand drills, saws, sanders, grinders, chop saw, soldering, de-soldering, and PCB rework.
- Assignments may include working outside in inclement weather. Many assignments will work to deadlines, requiring occasional work outside traditional office hours and weekend work.
