The Director of Project Management Office (PMO) is responsible for all PMO projects, both Infrastructure and Business-related project S/he ensures proper processes exist and are followed for the collection of demand, translation, scoping, prioritization, and resource management. S/he will execute all the phases in project management from Demand mandate, to Project initiation document, to execution and proper transfer/embedding to operations and the business. S/he leads and promotes the Center of Excellence [COE] for Project Management and its impact beyond IT. S/he positions the PMCOE as the privileged interlocutor of the business when it comes to getting things done in partnership between IT and the business.
The Director of PMO Interact with senior stakeholders in the course of demand management as need be to secure quality capture of the business objectives. S/he manages escalations during scoping and deliverables documentation, manage project resource during execution of projects, manage team of program managers, program office administration personnel. Briefs CIO on key projects and prepare him for demand management meetings with TNC executive clients.
- Broad management and leadership responsibility for a department, including recruitment, retaining, professional development, establishing clear directions, and setting objectives.
- Designs and directs complex and diversified projects/systems/service, coordinating the work of other professionals, managing budgets, and ensuring program accountability.
- Develops and administers budget, evaluates results and develops corrective strategies as needed.
- Directs and participates in negotiations for complex, high profile or sensitive agreements.
- Ensures that programmatic commitment, TNC policies and procedures, and IT security and financial standards are met and managed.
- Leads strategic initiatives through collaboration with senior-level stakeholders P to enhance overall performance in accordance with short and long-term objectives.
- Maintains confidentiality of sensitive information.
- Makes strategic decisions that may have program-wide impact and may bind the organization financially or legally.
- Plans and leads new projects/system/service/initiatives that will ensure department and organization-wide goals are achieved.
- Responsible and accountable for meeting strategic goals and objectives.
- May be required to travel 15% or more to US and non-US locations, and work long hours during peak workload periods.
- Work environment may involve infrequent exposure to disagreeable elements and may require physical exertion and/or strain
MINIMUM QUALIFICATIONS
- 7 years’ experience in an IT environment.
- 5 years of experience managing and supervising an IT Project Management Team.
- Experience in developing reliability and performance of a complex IT system/service and/or project management.
- Experience with customer management, vendor management and service level agreements to maintain and enhance data security. Fluency in English and in the dominant language of the assigned Region.
PREFERRED KNOWLEDGE, SKILLS & EXPEREINCE
- Masters degree preferred and 15 years of professional experience.
- Certification in BMBok, PMI and PMP certification highly preferred.
- Expert knowledge of current and evolving IT trends in relevant discipline.
- Outstanding negotiating skills.
- Experience in business process design and execution
- Ability to drive culture change and provide leadership for IT Governance & Portfolio Management throughout the organization
- Strong dedication to the development of customer-centric standards and solutions.
- Outstanding written and oral communication skills.
- Strong ability to understand and analyze business processes and the use of technology by different facets of the organization.
- Demonstrated ability to manage multiple highly complex large scaled projects/system/service in a large, decentralized organization.
- Experience managing all aspects of contracting with consultants and vendors.
- Experience in planning and delivering budgetary responsibilities.
- Proficiency in synthesizing materials from multiple sources into a coherent and accurate summary.
- Proficiency in working independently as well as jointly with colleagues on a team.
- Understanding of best practices in non-profit management
