Hoyleton Youth & Family Services (Hoyleton) is a social services agency that provides therapeutic, behavioral and mental health informed care to youth and families impacted by trauma in the Southern Illinois region. Hoyleton was founded in 1895, as a Children’s Home, but has grown to become one of Southern Illinois’ leaders in health services for every stage of youth and family development. In 2025, Hoyleton will celebrate 130 years of serving children, their families and the community.

 

The organization has experienced 100% growth over the last five years even with the pandemic and the challenges it has created. The organization has evolved from a child welfare agency to a thriving health and human services organization. Over the past three years, the number of children and families served has tripled. Hoyleton has approximately 300 employees. The budget for 2024 is approximately $33 million.

 

Currently, there are eight locations for the organization, with the headquarters being housed in Fairview Heights, IL. With the continued growth of the organization, there is a $5 million capital campaign in process to expand the Hoyleton campus with two new facilities to serve thirty children per facility.

 

The new Chief Operations Officer (COO) will be a key driver and partner of the growth strategy for the organization. Building upon the great reputation the agency has fostered over its long tenure, this leader will help to expand capacity and bandwidth and will work strategically with the CEO and Chief Program Officer to continue to drive the growth and expansion of services.

Areas of Responsibility: 

As a member of the Leadership Team, the Chief Operating Officer (COO) will report to the President & CEO and will oversee the functions of the Finance & Accounting, Human Resources, Quality Improvement, Information Technology, Maintenance & Facilities and Organizational Development/Training.

 

The COO will supervise four (4) key administrative leaders within the aforementioned departments, as well as taking point on a number of high-level initiatives. In addition, the COO will coordinate input from multiple stakeholders to drive forward complex organizational projects, such as negotiations with Managed Care Organizations (MCO), Risk Based Contracts and Value Based Contracts.

Skills/Experience: 

The successful candidate will have experience in human resources, administrative operations, facilities management, technology and quality improvement, with particular focus in finance and accounting, preferably in a nonprofit setting. This individual will have demonstrated experience developing operational standards, policies and practices and is highly skilled in problem solving and being a decisive decision-maker.

 

This individual will have at least six to ten years of senior/executive managerial experience in a complex organization with a proven track record of success.  Master’s level degree (MS, MPH, MBA, MHA) is required; or a combination of education and professional experience. A focus on strategic planning and experience in negotiating Value Based Contracts and Risk Based Contracts with Managed Care Organizations is preferred.

Compensation/Benefits: 

The salary range for this position is between $175,000 – 200,000 and will be commensurate with experience. Hoyleton offers a comprehensive benefits package, including but not limited to 11 paid holidays, vacation, group health and dental, as well as a 403b plan.

CARE certification is granted to social services agencies, by Cornell University, who meet the Residential Child Care Project's Highest Standards for Implementation of the Child and Residential Experiences (CARE) Program Model. CARE is a trauma-informed practice model based on six core principles that create successful outcomes for children and families.
