Serves as the lead representative to the UN cluster system of organizations responding to an emergency humanitarian crises. Provides leadership and technical expertise that supports and strengthens the coordination and performance of clusters. Partners closely with the Cluster Lead Agency and other external stakeholders to drive effective exchange of information, inclusive approaches and efficient management.

- Collaborate with the Lead Agency and Cluster Coordinator to ensure the effective management of all aspects of the cluster or sub-cluster.
- Work with the Cluster Coordinator on the day-to-day facilitation and coordination of the work of the cluster, including: service delivery; communicating strategic decisions; strategic planning and implementation; problem identification and resolution; performance monitoring and reporting; contingency planning; and national capacity building.
- In cooperation with the Cluster Coordinator, mobilize partners and ensure coherence in the implementation of the cluster strategy and work plans.
- Support the Lead Agency Cluster Coordinator to carry out activities outlined in the IASC Operational Guidance for Cluster Coordinators.
- Influence and encourage participation of a broad range of stakeholders (including UN Agencies, international and local NGOs, CBOs and local authorities where appropriate) in all cluster meetings, activities and mechanisms, such as the Strategic Advisory Group, Peer Review Teams or similar key groups.
- Promote and strengthen accountability to affected populations among cluster partners.

Supervision Given/Received:
- Reports to the FHI 360 Country Director, Response Coordinator or equivalent for administrative line management structure; for day to day activities, the position is accountable to the Cluster Coordinator and Cluster Lead Agency.
- Technical competence in the specific sector or sub-sector relevant to the cluster or sub-cluster (e.g. Health; Nutrition; Water, Sanitation, and Hygiene; Protection; Education)
- Demonstrated knowledge of emergency operations and their implementation as related to the specific sector or sub-sector
- Understanding of international humanitarian response and coordination mechanisms, and humanitarian reform.
- Analytical, strategic planning, and drafting skills

- Strong inter-personal and networking skills
- Demonstrated ability to identify and manage difficult situations, to lead and direct multidisciplinary and multinational staff
- Understanding of HPC, CERF, CBPF and Flash Appeal processes
- In-depth knowledge of emergency relief policies and practices within the UN, other UN specialized agencies, donor agencies, national and international NGOs
- Excellent negotiation skills and ability to convene stakeholders and facilitate a policy process among UN, NGOs, national health authorities and donors
- Must be able to read, write and speak fluent English.
- Typically requires 5 – 8 years at national and international level, in developing and promoting collaborative partnerships in emergency and humanitarian relief operations.
- Experience in managing and coordinating emergency programs in chronic and acute, sudden-onset emergencies.
- Has sensitivity to cultural diversity and understanding of the political, contextual, and ethical issues in assigned areas.
- Articulate and professional and able to communicate in a clear, positive fashion with clients and staff.
- Demonstrated skills in working as part of a team in a fast-paced and high-profile environment.
- Prior work in a non-governmental organization (NGO) with experience in public health, international development or public policy.
