The Technical officer will support the Global Education Director and the leads in the technical areas of the GE Department in a variety of new business development and technical support roles.

Areas of Responsibility: 
  • Provides technical support in the development and dissemination of tools, materials, reports, papers, and intervention for business development and education projects.
  • Conducts searches of published literature on evolving issues in assigned technical area.
  • Assists with publications, web pages, and presentations.
  • Monitors and maintains protocols, instruments, data sets, manuals, training materials and reports.
  • Works closely with GE Director, GE's senior management team and Proposal Development Leads (PDLs) to ensure business development activities are implemented according to standard operating procedures (SOP’s).
  • Drafts Bid Justification memos and supports capture planning and proposal development by conducting desk research, competitor analyses, supporting partnering strategies, and developing job descriptions for key personnel position.
  • Writes, contributes and edits proposal sections (capabilities statements, personnel, past performance), technical reports and documents
  • Contribute to events planning and management
  • Assist with recruiting and interviewing consultants and candidates for new projects
  • Assist PDLs to manage hiring and payment of consultants
  • Supports the GE director in the annual business planning process by compiling inputs and providing support for business development initiatives including conferences and meetings.
  • Assist GE Director to track the status of all business proposals by maintaining and updating GE’s Proposal Log, and liaising with the G3E BD team as appropriate.
  • Provides administrative and operational support to all GE teams, including managing consultant agreements,
  • Maintain and update GE databases for key personnel and consultants to facilitate recruitment during proposal period.
  • Support GE Director with other operations tasks as assigned and provide recommendations on process improvements
  • Performs other duties as assigned.
Educational Background: 
Bachelor's Degree or its International Equivalent • Economics, Education, Human Development,, International Development, Social Sciences or Related Field.
Skills/Experience: 
  • Excellent oral and written communication skills.
  • Ability to analyze and interpret data, identify errors and prepare reports.
  • Ability to problem solve and implement corrective action as needed.
  • In-depth functional knowledge of the global education sector and related areas in the organization.
  • General understanding of the competitive environment and other organizations working in the global education filed
  • Strong diagnostic, analytical and problem-solving skills.
  • Ability to exchange information, present recommendations and collaborate with colleagues and peers within the organization as well as work independently on assigned tasks.
  • Ability to manage tasks with own initiative and with minimal supervision.
  • Strong negotiation skills and ability to reach mutual points of agreement and benefit among peers and colleagues.
  • Typically requires 2 to 5 years of experience in education, or social sciences or related field.
  • Informed of current program developments in division/unit/technical area.
  • Years of work experience that demonstrates sensitivity to and understanding of technical issues.
  • Ability to manage operational activities, set realistic priorities, and plan for the successful implementation of activities.
  • Must be able to read, write, and speak fluent English. Spanish or French language skills preferred
  • Prior work experience in a non-governmental organization (NGO), government agency, or private company.
