The IT Project Manager/Senior Specialist II will be responsible for leading large complex enterprise programs and/or projects that may include cross-divisional participation and cross-functional technology tools. This role will provide overall leadership to assigned programs and/or projects adhering to standard project management methodology, complying with project lifecycle deliverables and best practices. Projects will center around, but not be limited to, IT-sponsored software/hardware initiatives (off-line, on-line, and integrated initiatives) that may support enterprise office tools, security functions, connectivity and presentation tools and/or other Agency business initiatives.
This position will operate as a strong and confident representative of the IT department and will ultimately assist the department with achieving its overall Agency goals, and will confer with department heads, key staff, and outside consultants to develop detailed understanding of user needs for departments or groups of departments, reflect this in the overall project artifacts, and administer to all phases of the project management process.

Areas of Responsibility: 

Lead the project management lifecycle for assigned projects and initiatives for IT, participating and/or leading project meetings, providing meeting purpose and documentation, engaging with project team members in developing project artifacts, and providing overall management and communication in promoting and striving for success over the lifetime of the project. (100%)

  • Adhere to standard project management methodology, complying with project lifecycle deliverables and best practices. 
  • Leverage LiquidPlanner and other IT chosen tools to develop project plan and schedule; advising on strategic business direction and consequences of action/inaction
  • Responsible for the day-to-day management and coordination of the project according to project plan and schedule. Monitor progress throughout to ensure that the project is delivered on time, within budget, and that it meets or exceeds business expectations
  • Mobilize resources to launch and execute programs and/or projects in accordance with standard project framework
  • Define team member roles and expectations; ensure that project resources receive necessary training and are utilized effectively
  • Ensure that all project requirements and solutions are clearly defined and testable; obtain approval from project sponsor/team at each milestone
  • Communicate progress and obtain buy-in from impacted stakeholders for all key project deliverables, plans, and changes 
  • Balance scope, schedule, budget, quality, and risks - make adjustments as necessary reporting status and gaining buy-in from project Sponsor and Steering Committee as appropriate
  • Ensure that all requirements, project plans, and changes are communicated to all affected team members 
  • Review and manage all changes to requirements and/or solution through a formal change control process
  • Manage relationships with all vendors; monitor their progress and adherence to the contract
  • Manage project risks and resolves issues; escalate to Sr. Director of PMO and Project Steering Committee, as required, for resolution
  • Provide quality checks on all aspects of the project and deliverables reporting on these at each gateway milestone to ensure that the end product fulfills the project objectives
  • Ensure timely project reporting through weekly team meetings and steering committee meeting updates
  • Provide leadership and proactive interaction with other Project Managers in IT for networking and team building purposes, as well as joint support and establishment of best business practices 
  • Mentor junior Project Managers
  • Develop and implement new Project Management Guidelines in conjunction with the Sr. Director.
  • Develop and provide portfolio reporting metrics and KPIs to ensure Agency Technology Portfolio of projects
Educational Background: 
Bachelor’s degree or equivalent relevant experience required.
Skills/Experience: 
  • Minimum 7-10 years' experience in area of expertise 
  • Proven and demonstrated experience leading complex enterprise projects 
  • Proficient in LiquidPlanner, Microsoft Project or other Project Management tools
  • Very strong leadership skills; able to make independent decisions quickly and effectively with the ability to determine impact on project
  • Exceptional written and oral communications skills sufficient to effectively and accurately communicate with both technical and non-technical stakeholders and staff through all levels of the Agency including groups of business units, support teams, subject matter experts, technology teams, managers, and executives.
  • Strong interpersonal skills to augment a close working relationship with the core team members
  • Must be self-directed and results-driven with a strong customer focus
  • Very strong organizational skills
  • Successful in handling multiple competing priorities and work well within tight timelines
  • Be able to manage relationships and possess an ability and comfort to influence others without authority
  • Be organized, proactive, self-starter, internally motivated, results-oriented, thrive in hands-on working environment with excellent story-telling and problem solving and planning skills.
  • Enjoy supporting multiple users and participating in strategic meetings.
  • Ability to act professionally and ability to accept direction as provided by those in leadership positions.
  • Possess the ability to work independently with users and lead projects through to successful completion as well as enthusiastically participate as a collaborative, thoughtful and value-add team player.
  • Strong work ethic.

Preferred Qualifications 

  • PMP Certification is a plus
