The Program Deputy Director will work hand-in-hand with the Program Director to provide management leadership on the project.  This may include, overall management of sub-awards with global and local partners, development and monitoring of work-plans, programmatic reports and other contractual deliverables, and financial oversight and reporting to USAID. The Program Deputy Director will coordinate with the project team to ensure timely responsiveness of programmatic needs of USAID and its Missions. Availability of position is contingent upon funding and approval of key personnel by donor.

Areas of Responsibility: 
  • Provides support to the overall leadership and management to programs, ensuring strategic program direction and compliance with organization policies and procedures and USAID regulations.
  • Designs, manages, implements, and monitors systems, services, staff and budgets to achieve financial, administrative and programmatic goals.
  • Provides timely and accurate financial, programmatic reports and other contractual deliverables to company management and donors as required.
  • Leads work planning of new buy-in countries.
  • Reviews and submits all field support work-plans and budgets to respective USAID Missions.
  • Works with technical staff to prepare and monitor approved budgets for assigned projects. Approves all significant expenditures relating to budgets.
  • Collaborates with technical program staff to ensure that program implementation is on time, within budget, and meeting objectives through the development of structured work plans and activity tracking plans.
  • Oversees the sub-contract and sub-grant cycle from pre-award to close- out including solicitation processes, pre-award, award, monitoring and close-out of sub-awards based on donor regulations, policies, and procedures.
  • Responds to issues that arise during sub-award/contract, and award program implementation including but not limited to financial reporting, issuing modifications, oversight of compliance with terms and conditions and resolution of disputes, and resolving audit (financial and/or general performance) findings.
  • Supervises the program management team and selected field project directors and liaises with all field project teams to monitor project implementation and ensure performance as per work-plan.
Educational Background: 
Minimum of a master’s degree in business administration, public administration, public policy, contract negotiations, international development, law, or related field;
Skills/Experience: 
  • A minimum of 10 years’ experience working on contract negotiations in an international context;
  • A least five years in management of international development programming;
  • Proven skill in working with senior level representatives of developing country governments, international organizations, other bilateral donor and civil society organizations, and private sector organizations;
  • Demonstrated management, leadership, decision‐making, and interpersonal skills; and
  • Full professional proficiency in English, with excellent oral and written communications skills.
