Advisor, Cash & Voucher Assistance

Cash and Voucher Assistance Technical Support (50%)

  • Work with country teams to assist in program implementation planning and identify key program events or technical gaps that would benefit from technical assistance to assure program quality
  • Support the start-up of new programs in countries that have not previously implemented cash or voucher programming and in countries looking to scale-up or change modalities in current programs
  • Provide strategic solutions and strategies related to cash and voucher programming at the country level and work with country leadership on project design and innovation
  • Working both remotely and in country, provide direct technical assistance to programs to ensure that deliverables are met in a timely, high-quality manner
  • Develop and implement SCUS’s strategy for scaling up cash and voucher assistance across key thematic areas including emergency food security and livelihoods; health and nutrition; child protection and education
  • Work closely with thematic advisors in each key sector to determine and develop evidence for the most appropriate cash and voucher activities while acknowledging distinct thematic goals
  • Develop tools and standard operating procedures to minimize organizational and financial risks associated with cash and voucher programing

New Business Development (25%)

  • Play a key role in new business development, designing competitive and comprehensive CVA programs as a component of integrated humanitarian response activities
  • Lead or participate in needs and market assessments to support capture planning and inform program design
  • Coordinate with program management personnel to ensure that technical program design is adequately resourced and integrates well with donor budgetary and compliance requirements.
  • Stay abreast of key donor strategic thinking and funding trends to ensure that proposals are responsive to donor requirements and priorities.

Thought Leadership and Representation (15%)

  • In collaboration with senior management, develop and communicate an overall strategy to establish and ensure the growth of CVA programming; set clear objectives and measures for self and others in the execution of the strategy
  • Represent Save the Children’s work in CVA both internally and externally, sharing learning, fostering collaboration, and influencing the adoption of best practices across the field
  • Collaborate with colleagues across the humanitarian and development teams to enhance learning and innovation in CVA programming
  • Represent SCUS on key working groups across the Save the Children movement including the Cash and Markets Working Group

Capacity Building (10%)

  • Collaborate with colleagues across Save the Children, as appropriate to continue to support the uptake of CVA best practices at the country level
  • Identify learning and training opportunities for Save the Children staff and partners and work as a mentor and role model for less experienced staff
  • Ensure the development and roll out of training modules
  • Support country teams to build their operational preparedness to deliver and scale up CVA in a timely manner
Educational Background: 
Bachelor’s degree or equivalent relevant experience required.
Skills/Experience: 
  • Minimum 7-10 years' experience in international humanitarian/development work
  • Experience in program design and management of large-scale cash and voucher assistance programs, particularly food security & livelihoods and multi-sectoral programs
  • Experience in writing successful USAID Office of Food for Peace Emergency Food Security Program (EFSP) and Office of Foreign Disaster Assistance (OFDA) proposals
  • Experience in the development and implementation of monitoring systems (including complaints mechanisms), risk mitigation procedures and practices, and the establishment and delivery of training modules
  • Proven ability to make key decisions independently
  • Ability to set objectives and meet milestones; proven project management skills
  • Ability to develop and maintain strong working relationships with key senior leaders inside and across the organization effectively
  • Excellent written and verbal communication skills
  • Ability and willingness to travel up to 25 percent of the time, including to insecure environments

Preferred Qualifications

  • At least 5 years of country-based program experience
  • Master’s Degree or equivalent prior experience
  • Fluency in a second language (Spanish or French preferred)
  • Additional experience with non-USAID humanitarian donors (e.g. ECHO, UN, BPRM)
