Summary:
The Vehicle Fleet Manager, South Sudan Guinea Worm Eradication Program (SSGWEP), under the direct supervision of the Transport Manager (TM) SSGWEP, is responsible for the transport department’s fleet management. The Fleet Manager supervises the Transport Assistant.

Fleet Managers are primarily supervised by National Coordinators for the country GWEPs, The Carter Center's Country Representative and Deputy Country Representative, and more regularly and directly by Regional Senior Technical Advisors.

Fleet Managers are independent contractors and as such are offered short term contracts up to 180 days (6 months). A contractor may be offered multiple successive contracts over time. The contract provides a daily honorarium commensurate with experience and education. The daily honorarium can vary, however, the starting rate per day is usually $175.00 based on work experience. The contract also provides a daily rate to provide for accommodation, meals and incidentals. The transportation costs (transatlantic flights, in country flights and land movement) are provided as well.

Areas of Responsibility: 

Responsibilities:
 

  1. Serve as the manager and coordinator of all drivers:
    1. Track all driver leave requests.
    2. Ensure drivers are appropriately placed. Take actions to ensure all positions within the transport department are immediately and appropriately filled.
    3. Stay abreast of driver performance. Address all driver performance issues immediately.
    4. Evaluate and hire new drivers.
    5. Submit biannual driver evaluation to The Carter Center Deputy Country Representative (DCR) and recommend at least 3 transport staff to be awarded bonuses.
    6. Work with officers in charge on any driver performance issues / concerns.
    7. Conduct initial, on the job, and group trainings in driving and vehicle recovery.
  2. Supervise and monitor the TCC vehicle fleet in all locations staffed by TCC supported staff and contractors by providing direct, day-to-day monitoring, management, and oversight of the aforementioned areas:
    1. Ensure vehicle movement boards are kept up-to-date.
    2. Work with Regional hubs, Senior Operations Manager, and DCR to supervise regional vehicle / driver movement plans.
    3. Stay abreast of field road locations and conditions.
  3. Supervise the TCC drivers to ensure the following:
    1. Sub offices submit all vehicle reports by the 15th of the following month
    2. Drivers are competent to operate TCC vehicles.
    3. Drivers are following transport policies.
    4. Design and execute practical, hands-on training of transport officers and drivers on driving principles as well as TCC guidelines and procedures.
  4. Ensure drivers are utilizing vehicle documentation tools according to guidelines, including:
    1. Use of TCC approved daily checklists, vehicle log sheets, and vehicle reports.
    2. All vehicles have an up-to-date logbook and take action to immediately replace any expiring logbooks.
    3. All field vehicle maintenance requests are recorded prior to a driver/mechanic going on leave and a work plan is submitted to ensure vehicles are ready to return to the field when the driver returns from leave.
    4. Documentation of accidents and any damage to the vehicle is submitted to the Transport Manager, DCR immediately for appropriate administrative action.
  5. Ensure that all TCC Transport staff follows TCC code of conduct and transportation guidelines.
  6. Ensure all employees receive proper transport orientation upon initial employment and clear all transport related obligations upon departure from TCC.
  7. Keep up-to-date information on the state of each vehicle including any damage and needed repairs. Work with TM to ensure timely repairs are made as needed to keep the fleet moving in an efficient manner.
  8. Maintain an up-to-date spreadsheet of any vehicle maintenance issues.
  9. Communicate daily with TM to ensure up-to-date information on the state of vehicles:
    1. Recommend to the TM and DCR on ways to improve the accountability and performance of the TCC vehicle fleet.
    2. Identify and communicate practical cost savings measures to ensure fuel, oil, and spare parts are used judiciously.
  10. The Fleet manager is responsible for ensuring, accurate, up-to-date inventories, including:
    1. Ensure that hub spare parts stores are well maintained and have accurate, up-to-date inventories.
    2. Through internal auditing procedures and monthly checks of 5 to10 vehicles, check used spare parts, tool inventories and repair documentation, ensure TCC vehicles and vehicle parts / tools / fuel are being used in an honest and transparent fashion.
  11. Provide overall supervision to vehicle/motorcycle workshop located in Juba.
    Specifically:
    1. Ensure safe and efficient organization of the workshop as per established Standard Operating Procedures.
    2. Directly, actively supervise repair and service documentation procedures. Ensure all workshop safety procedures are followed at all times. Track tools in workshop, ensuring that all tools remain in place.
    3. All unusable, contaminated, or unneeded supplies (e.g. lubricants and oils) are disposed of in a timely, ethical, honest, and environmentally sound manner.
Skills/Experience: 

Qualifications:
 

  • Proficiency in Amharic is a plus.
  • Demonstrated experience with the preparation of technical reports, budgets, plans of action, and management of inventories.
  • Demonstrated ability to build team work.
  • Ability to make sound work judgments under difficult conditions, and to become technically effective with minimal level of attention from supervisors.
  • Sound personal and professional conduct, and respect for the work of The Carter Center and the Ministry of Health of South Sudan.
