The Manager, Community Outreach and Federal Advocacy is a cross-functional team leader.  She/he is responsible for providing implementation for his/her strategy throughout the state therein reporting to the State Director, and leads results-oriented implementation of the national, state and community priority issue agenda. Works with the NC Executive Council and the State Director to integrate his/her area into the overall state plan.

Areas of Responsibility: 

Primary Responsibilities of the AARP NC Manager of Community Outreach and Federal Advocacy are as follows: 

  • Builds and maintains a strong team to implement advocacy, community impact & education, volunteer engagements, multicultural relevance, brand, and member experiences.
  • Leads an approach for Community Presence/Outreach, Multicultural Member Engagement and Volunteer Management to work with team members and colleagues, and with national AARP colleagues to implement goals, campaigns, work plans and metrics.   The manager cultivates and maintains relationships, both external and internal across the AARP Enterprise, and empowers team members to do the same.

Specific Responsibilities for the AARP NC Manager of Community Advocacy & Federal Outreach are as follows:

  • Plans and recommends strategic vision to the State Director and Executive Council and translates the vision and strategy into a plan that can be readily communicated and implemented with NC team members, volunteers and external partners.  
  • Executes the strategic plan for the Community Presence/Outreach, Multicultural Member Engagement and Volunteer Management and assigned market to defined results, and with clear lines of accountability for staff and volunteers. Manages budget and resource allocation for responsible areas.
  • Supervises and leads a team of professionals, using best in class practices of management to motivate, support, recognize and continually improve team performance to achieve enterprise goals and a shared vision.  Develops and monitors work plans for and with staff; manages and documents staff performance and takes corrective action when necessary. Ensures that policies and procedures are carried out appropriately and identifies training/development needs of staff. Engenders results-oriented collaboration across the matrix functions and team members; and operates with transparency in decision-making and in the allocation of resources.
  • Leads team in a cross-functional implementation of the state plan, incorporating specifics of demographic, cultural and economic dynamics into how NC’s enterprise goals are presented and perceived by the 50+ public, media and decisions makers across public, private and social sectors, to grow relevance and impact in targeted communities. The Manager helps integrate other functions to meet the goals of the market.
  • Calibrates implementation of the state plan regularly, in conjunction with the State Director, regional staff and national office, to reflect changing needs of the 50+ population, or dynamics in the environment or enterprise.
  • Builds strong, collaborative working relationships with a commitment to achieving statewide goals and vision.
  • Represents AARP NC in relevant forums, serves on AARP Enterprise task forces and work groups, representing both state and national priorities.
Educational Background: 
Completion of Bachelor’s degree in public administration, social work, community organization/development political science, public policy, law, or related discipline.  
Skills/Experience: 
  • Has a track record of communicating effectively with the media, policymakers and other external stakeholders
  • Able to build quick rapport for results-oriented relationships, with a lens of cultural competence, at least 2 years managing external relationships, including with diverse audiences.
  • Strong understanding of public policy issues facing the state and AARP membership in particular, some policy experience preferred. 
  • At least 3 years of experience managing a diverse workforce environment.
  • Demonstrates a high level of competence with oral and written communication, computer literacy, social media, strategic thinking, and people management skills
  • Experience with strategic planning, and financial/budget management• Knowledge of and experience with common approaches for marketing research and marketing data analysis.
  • At least 5 years of experience in designing public-facing experiences and programs, with multicultural audience experience preferred.
  • At least 3 years of experience managing a volunteer structure that is distributed and complex, and related operational needs including working with volunteers at the executive and grassroots level.
  • At least 3 years of experience of working on federal advocacy issues, including the planning and execution of grassroots tactics and meetings with elected officials and staff on legislative matters.
