The Construction Program Consultant will initiate and scale up the repair and reconstruction components of Habitat’s Puerto Rico Recovery Program. This position will be directly responsible for roll-out of the repair and reconstruction projects in Region 1 of Habitat’s phased approach, the metropolitan San Juan area and greater Northeast. This position will also be in direct contact with the Interim Construction Systems Manager to share real-time lessons learned and give inputs to inform long-term operational systems.

Areas of Responsibility: 
  • Directly lead and execute the repairs component in Phase 1 of Habitat’s multi-phased recovery program, including pilots where necessary
  • Together with other HFH team members, participate in the selection of target communities and target families within said community
  • Lead the damage assessments of homes as part of the eligibility process for undergoing a Habitat repair
  • Identify within the neighborhoods of Phase 1, those with high damage. Of those houses identify general levels of damage, and identify any other special concerns that create vulnerability that the program should address
  • Scope out the rehab or repair work to be undertaken in consultation with target family
  • Define final scope of work with family, dependent of budgetary and other elements of the decision-making process, such as Habitat’s methodology.
  • Lead Contractor selection process for HFHI-PR in coordination with HFH PR
  • Recruit, select, and train contractors in Habitat methodology (use of Gift-in-Kind material donations and / or volunteer labor when appropriate), ensuring program needs are met while ensuring high-quality technical expertise at the same time
  • Sign off on Contractor Bill of Quantities and associated budget
  • In coordination with the Construction Systems Manager, work closely with procurement to establish a supply chain to ensure materials meet requirements and quality control standards
  • Ensure compliance with liability waivers and related documents to be signed by families
  • Ensure compliance of applicable design, building codes and regulations related to all construction interventions
  • Maintain solid understanding of all field activities and manage deployment of needed staff and resources to project sites
  • Foster and maintain relationships with key community and governmental stakeholders in areas of operation
  • Identify and cultivate institutional and organizational resources in the municipality of operation, and where these organizations may already be engaging in repair, reconstruction and other programs related to providing more secure homes (i.e. FEMA’S VALOR, USDA funds, etc.)
Educational Background: 
Bachelor's degree in either Engineering or Architecture
Skills/Experience: 
  • Minimum 10 years of professional experience developing and executing high-quality residential housing construction programs, including experience managing multiple sites
  • At least 5 years project management experience
  • At least 6-10 years overall related experience in the set-up of construction systems and procedures
  • Demonstrated leadership experience and ability to develop a team to accomplish a mission
  • Excellent attention to detail and strong organizational skills
  • Skills at building relationships and forming formal partnerships
  • Strong problem-solving skills, ability to multi-task
  • Ability to take initiative and work with little supervision
  • Strong written and oral communication skills in Spanish and English

Preferable:

  • Strong working knowledge on housing construction, supply chains, land tenure, urban, preferable
  • Experience with knowledge transfer strongly preferred.
  • At least 2 years’ experience working in a disaster response setting in programmatic systems’ set up
  • Experience in large scale construction management (>$20M USD)
  • Experience in low-cost residential housing construction
  • Experience in non-profit program management
