We are currently seeking qualified candidates for the position of: Technical Director, Alternative Learning System (ALS).

Areas of Responsibility: 

This position will provide strategic advice to government officials at the national and regional levels responsible for rolling out the new ALS 2.0 reforms and design, and oversee a portfolio of activities designed to strengthen government capacity to deliver education and training to youth not in employment, education, or training (NEET). Specific duties include:

  • Liaise with relevant national government departments, including the Department of Education (DepED), Technical Education and Skills Development Authority (TESDA), and the Commission on Higher Education (CHED);
  • Oversee, conduct, or coordinate relationships with relevant government departments in the regions and secondary cities where the Philippines Youth Activity operates;
  • Oversee the contribution of technical expertise to the strengthening of government policies and systems mandated to support ALS;
  • Provide technical assistance to targeted government institutions, facilities, and departments in secondary cities, tasked with the support of ALS, for project assistance;
  • Co-design and roll-out capacity development activities with targeted government institutions; and
  • Collaborate with the Director for Monitoring, Learning and Evaluation to develop strategies to track progress in implementation of ALS with different stakeholders.
Educational Background: 
Master’s degree in education, adult learning, international development or other relevant study;
Skills/Experience: 
  • At least 15  years of experience related to education, workforce development, and/or youth;
  • Experience in management on United States Government (USG) -funded projects;
  • Demonstrated experience providing national and regional-level technical assistance to government ministries and education offices;
  • Demonstrated experience designing and managing in-service teacher training activities;
  • Experience with the Philippines’ alternative learning system required;
  • Excellent report writing, analytical, and communication skills, including oral presentation skills; and
  • Fluency in English and Tagalog.
