Reporting to the Deputy Chief of Party, the Strategic Information Lead (SI) will serve as a technical expert for the USAID TB Innovations Activity. The SI Lead will supervise and coordinate Monitoring and Evaluation Specialist, Operations Research Specialist, and Knowledge Management Specialist and collaborate with other senior and program staff to provide support in the development and implementation of rigorous and feasible monitoring & evaluation (M&E) and implementation research portfolio that will inform effective program implementation and impact. S/he will provide appropriate technical advice based upon expertise and knowledge of evidence-based methods and strategies, current practice, and established operational, program, and research standards to ensure quality and rigorous design. The Strategic Information Lead will investigate, create and develops new methods and technologies for project advancement. S/he will provide technical guidance on information systems for quality improvement, as well as best practices in documentation and reporting. S/he may be required to coordinate and work with a diverse group of organizations, such as; the Department of Health, regional/local government counterparts, several international and national development partner organizations, and the USAID mission in order to complete work.

Areas of Responsibility: 
  • Supervises and coordinates the SI team composed of Monitoring and Evaluation Officers Specialist, Data Management Officer, Operations Research Specialist, and Knowledge Management Specialist staff to provide support in the collection, management, analysis, and use of strategic information data in order to monitor, manage, and improve program implementation and impact.
  • Reviews, analyzes and evaluates the effectiveness of programs/projects and makes recommendations for enhancements.
  • Conducts data analysis, data reviews, and reporting of program M&E and research data for evaluation and quality using appropriate and cutting-edge methodologies.
  • Build upon industry and experiences to improve consistency, quality and practicality of program M&E and implementation research strategies; promote dissemination and use of lessons learned within the Activity, the Government of Philippines and other development partners.
  • Prepares implementation research concepts and proposals following established policies and procedures.
  • Assists with the design and implementation of research studies, including the sampling, recruitment, and statistical analysis.
  • Provide scientific and human subjects ethics oversight in the design and implementation of proposed activities and studies.
  • Develops and maintains collaborative relationships with donor/client organizations, relevant government agencies, bilateral and other NGOs.
  • Build capacity of staff, primary stakeholders, and implementing partners on M&E and implementation research and their complementary role in ensuring program efficiency and effectiveness.
  • Ensure Activity experience is documented as summary briefs, technical reports and peer review publications.
  • Liaise with the appropriate national, multisectoral, donor and colleagues to ensure activities and findings provide actionable information to improve program implementation and impact.
  • Support high quality quantitative and qualitative methods and participatory methodologies to monitor program quality for performance and results.
  • Performs other duties as assigned.
Skills/Experience: 
  • Strong background in quantitative research design, methods, analysis and application of subsequent insights to improve performance.
  • Proficiency in data management and analytic software e.g. MS Excel, MS Power BI, Tableau, SAS, SPSS, Stata, EPl lnfo, or similar packages.
  • Must have extensive knowledge in collaboration, learning, and adapting concepts for health projects.
  • Must have exceptional writing, communications and presentation skills, strong teamwork and effective cross-cultural interpersonal skills.
  • Must be able to read, write and speak fluent English; and additional host country language is a plus.
  • Experience working in middle income (lower and/or upper middle-income countries) is an advantage
  • Experience working USAID regulations in M&E systems and in Asia, particularly the Philippines is an advantage.
  • Masters’ degree in Public Health, Epidemiology or Statistics or another related field. Advanced certificate/training in evaluation, research methods, statistics, or economics preferred.
  • At least eight (8) years of relevant work experience in program M&E, implementation research or program evaluation in developing countries.
  • Significant high-level research experience and a publication track record.

WORKING CONDITIONS AND TRAVEL REQUIREMENTS:

  • Usual office working conditions.
  • Ability to travel domestically at least 25%.
