Regional Project Liaison Officer will be based in the TB Innovations Office but will cover at least one (1) of the following regions: NCR, Region IVA and Region III to work directly with the Regional TB team. S/he will ensure that the technical assistance and expertise provided by the project is identified early, based on regional needs, adequately planned for throughout the project period, and delivered on a timely bases at high quality; there is strong coordination between FHI 360 project staff, implementing partners, other USAID partners, and regional/local government counterparts; and that stakeholders are involved in decisions on project activities at the national and regional levels to ensure eventual successful scale up to the periphery.

Areas of Responsibility: 
  • Responsible for organizing, implementing, coordinating, and supervising DS/DR-TB prevention and management activities of the project in the designated region.
  • Assist in developing, coordinating, and monitoring the annual workplan and budget for regional project activities.
  • Assist in developing, coordinating, and implementing technical assistance and capacity building plans, training programs and subprojects with collaborating partners, implementing partners, stakeholders and government.
  • Assist in developing subgrants/subcontracts and ensuring that they are completed, reviewed, approved, amended and filed in a systematic and timely way as required
  • Coordinates, arranges, and attends all meetings and events and attends to logistical and administrative needs of all coordinating body members.
  • Identifies technical assistance needs and plans and coordinates technical assistance provision.
  • Collaborates with coordinating body members to set strategic direction and ensure programs and/or activities are planned and implemented according to the members’ roles and responsibilities.
  • Serves as the primary point of contact for and facilitates appropriate communication with the various coordinating body members by coordinating timely communications to ensure that the members are updated on activities.
  • Enables early identification of problems or concerns raised in these coordinating bodies and supports effective discussion/action to resolve issues raised.
  • Monitor expenditures against the approved budget and program needs and recommends modification to budget or program as appropriate.
  • Consult, inform and discuss with supervisor to ensure that program activities are implemented in compliance of FHI 360 and donor’s rules and regulations.
  • Provide progress reports for the assigned subprojects/activities and ensures timely submission of the reports.
  • Travel when needed to coordinate, monitor and/or participate in project activities.
Educational Background: 
At least a bachelor’s degree or its international equivalent or higher in public health, program management, or a related area.
Skills/Experience: 
  • Experience liaising with community and organizational leaders, donors, government officials, and representatives from other organizations. 
  • Articulate, professional and able to communicate in a clear, positive manner with stakeholders and colleagues.
  • Demonstrated proficiency with using Microsoft Office Suite.
  • Ability to analyze and interpret data, identify errors, and prepare reports.
  • Ability to problem solve and implement corrective action as needed.
  • Ability to work both independently and in collegial fashion with wide range of stakeholders.
  • Prior experience in a NGO preferred.
  • Ability to work effectively, both independently and in a team unit.
  • Excellent oral and written communication skills in English; knowledge of local language will be an advantage.
  • Knowledge of TB/DR-TB situation in the Philippines.
  • Experience in TB/DR-TB programming is strongly desired.
  • At least 3 years working in health development sector assisting non-government organization (NGO) or public-sector programs.
  • Experience in working with key stakeholders in Philippines strongly desired.

WORKING CONDITIONS AND TRAVEL REQUIREMENTS:

  • Usual office working conditions.
  • Ability to travel domestically at least 50%.
