Reporting to the Monitoring & Evaluation Specialist, the Data Management Officer provides technical support and guidance to staff and partners in carrying out data management tasks of research projects and other relevant program tasks and activities. Implements and monitors technical strengthening initiatives. Develops adoption and/or training strategy, designs and conducts training or adoption activities for a specific technical area. Creates scientific and technical material in area of expertise. Assists and gives guidance with development of proposals. Evaluates programmatic effectiveness and provides technical assessment reports.
- Formulates, implements, and enforces proper data collection and management policies and procedures, and implements data quality control activities
- Assists with systems analysis and design in relation to the development and maintenance of program data using appropriate data programming software
- Assists in the development and implementation of data management plan work performed by project staff
- Provides support in the management of data entry, troubleshooting of data submission errors and data error issues, and in data preparation including data cleaning, standardization and analysis
- Understand and ensure compliance to applicable data privacy law and standards
- Assist in defining and/or creating data listings, summary table validation, data specifications and/or process data transfers in preparation for statistical review and/or data management audit
- Participate in the preparation and presentation of data, when applicable
- In coordination with the Monitoring and Evaluation Specialist, responds to requests and inquiries from internal and external staff.
- Performs other duties as assigned
- Working knowledge of concepts, practices and procedures with providing technical support for research studies.

- Demonstrated proficiency with using Microsoft Office Suite required.
- Professional use of computer utilizing word processing, spreadsheet software programs
- Proficiency in data management and programming, and analytic software e.g. MS Excel, MS Power BI, Tableau, SAS, SPSS, Stata, EPl lnfo, VBA, or similar packages or programs.
- Ability to analyze and interpret data, identify errors and prepare reports.
- Ability to problem solve and implements corrective action as needed.
- Articulate, professional and able to communicate in a clear, positive fashion with clients and staff.
- Experience in program monitoring and evaluation, data collection, and data management.
- Knowledge and experience in data management and USAID reporting requirements is desired.
- BA/BS in public health, management, social sciences, statistics or equivalent work experiences.
- Minimum 2 years of program monitoring experience, preferably in tuberculosis.
WORKING CONDITIONS AND TRAVEL REQUIREMENTS:
- Usual office working conditions.
- Ability to travel domestically at least 25%.
