Chief of Mission/Expert, Curriculum and Teacher Training Development

The Chief of mission (CoM) /Expert in curriculum and teacher training development will be responsible for the overall implementation of a 10-month, government of Madagascar-funded education support program to the Ministry of Education of Madagascar (MoE). The CoM will serve as coordinator of all support activities including support to the MoE in the development of Grade 2 & 3 early grade reading program and math program for grades 1-3 and accompanying teacher training. S/he will have overall responsibility for the development of the vision, strategy, and technical direction of the project, leveraging home office technical specialists as needed. The CoM will have overall responsibility in the areas of technical quality of the deliverable outlined in the terms of reference.

Areas of Responsibility: 
  • Responsible for daily oversight and direction of support activities to ensure achievement of deliverables in a timely and cost-effective manner;
  • Provides overall technical oversight and guidance to the Ministry teams to ensure improved reading and math instruction; provides technical expertise in teacher training development as needed;
  • Facilitates the production of instructional and training materials and capacity building sessions;
  • Liaises with government representatives and technicians on technical matters;
  • Communicates regularly with FHI 360 headquarters to provide updates and progress reports; and
  • Oversees planning and implementation of project activities, including reporting, tracking, and implementation of work plans.
Educational Background: 
Master’s Degree in an education-related field required;
Skills/Experience: 
  • Minimum of 10 years of experience working in education develop and specifically, curriculum development and teaching training, preferably in Madagascar or East/Southern Africa;
  • Demonstrated experience of capacity development and professional development is preferred; and
  • Fluency in written and spoken English and French is required.
