FHI 360 is currently recruiting for the position of Technical Advisor (TA) for an anticipated project, CSSF Lebanon: Palestinians Community Resilience Building. This program aims to provide coordinated innovative interventions in support of solutions to improve resilience and stability in the Palestinian camps of Lebanon. The TA will support and advise the Project Director and other project staff on various technical fields related to the program and help design the strategy and approaches to achieve expected results. Building on their knowledge of and expertise in community resilience, local governance, community-based development and youth development and/or other relevant fields, the TA will provide strategic technical oversight and direction for the development, coordination, and implementation of interventions to produce the project’s expected outcomes. It is expected that the TA will be located in Beirut, Lebanon.  The position is contingent on funding. 

Areas of Responsibility: 
  • Provide technical design and implementation support to the project team and partners in relevant technical areas such as community resilience, local governance, community-based development and youth development;
  • Lead the process of designing, adapting, and refining project methodologies, including conducting consultations, research, and collaborative design activities with project stakeholders;
  • Train project staff and partners in planning and implementing project methodologies and provide ongoing technical support and guidance;
  • Provide technical guidance to project staff on tailoring interventions to community needs and context, adjusting as needed to changes in local dynamics;
  • Provide inputs on and support for the monitoring, evaluation, and learning approach and process, particularly ensuring that the project team is continually learning and sharing lessons they have learned, and adapting project activities to changes in the community-level context;  
  • Ensure that activities are infused with principles of Do No Harm/ conflict sensitivity;
  • Ensure the technical quality of project activities, including those directly implemented by FHI 360 and those implemented by implementing partners; and
  • Contribute to program reporting and ensure that other written products related to the project’s technical approaches and learning are of high quality.
Educational Background: 
Bachelor’s degree or international equivalent in one of the following relevant fields is required: social sciences, conflict, international development, youth development; or a related field. Masters degree preferred. 
Skills/Experience: 
  • Minimum of six years’ relevant experience providing strategic-level input and advice in democracy and governance, peace, and security related projects.  
  • Experience working with refugee populations, and working in the fields of peace and security,
    conflict prevention/management, civil society capacity building, community development, youth
    programming and/or related fields; with preference for experience in these technical areas in Lebanon and in the Palestinian camps specifically.  
  • Experience in program management and overseeing the implementation of technical activities preferred.
  • Demonstrated experience in training design and facilitation, research, and analysis required.
  • Fluency in speaking, reading and writing in Arabic required, proficiency in English is strongly preferred.
  • Strong communication and problem-solving skills. 
  • Excellent interpersonal and intercultural skills with demonstrated ability to work effectively in team situations.
