Reporting to the ME East Regional Program Manager, the Project Manager will be responsible for the administration of the Middle East Projects. The Project Manager will also be responsible for the compliance of the grant and HFHI MOU requirements – ensuring target deliverables are met on time and within budget.

Areas of Responsibility: 
  • Overseeing the construction of all structures (houses, rooms, latrines, etc.).
  • Conducting regular monitoring and evaluation assessments against project objectives.
  • Providing supervision and capacity building of the project teams.
  • Communicating and liaising with provincial authorities, community leaders, beneficiaries and local partners.
  • Monitoring and reporting of operational aspects of all projects.
  • Monitoring all project expenditures, tracking expenses, and projecting short and long-term cash needs including cash flow needs of the project, (including cash forecasting, supervising logistic/administrative team spending, accounting).
  • Ensuring all expense sheets are completed and delivered in a timely fashion to the Finance Department.
  • Preparing and monitoring of the implementation of project work schedules
  • Ensuring that program staff are meeting deadlines and targets.
  • Ensuring that Program staff are maintaining records and administer contracts efficiently and fairly.
  • Overseeing the interim payment, variation, and final accounting process.
  • Establish a clear and transparent paper system (orders, invoices, receipts, and inventories) is maintained for all orders, purchases, delivery and reception of material and goods.
  • Ensuring that works comply with relevant local legislation and donor requirements.
  • Evaluating, in coordination with the Contract/Procurement Officer, any claims for delay or additional payment, and recommending any extension of time or additional payment to the contractor(s) or supplier(s).
  • Assisting the Regional Program Manager in developing and maintaining relationships with local authorities and churches, NGO's, and other stakeholders, with the objective of raising public awareness of HFH Middle East and ensuring good co-operation with partners.
  • Other duties assigned by the Regional Program Manager.
Educational Background: 
University degree in a related field
Skills/Experience: 
  • 10-15 years’ experience managing award and administration of construction projects or contracts or comparable experience in project or program management preferably on a construction project
  • Working knowledge of major institutional donors funding grants;
  • Demonstrated ability to exercise financial oversight of projects.
  • Ability to perform and prioritize multiple tasks.
  • Proficiency in the Microsoft Office suite.
  • Ability and willingness to travel extensively.
  • Ability to train and mentor local organizations, often with limited capacity, on grants management and reporting preferred.
  • Fluency in written and spoken English and Arabic essential, and French preferred.
  • Excellent communication skills.
  • Ability to manage conflicts within the team and to provide solutions for problems to the RPM. Provide alternative solutions when confronted with problems that may affect the goals or deadlines for the project(s).
  • Must have ability to work effectively in a cross-cultural environment with multi-national staff.
  • Ability to work under pressure and with minimum supervision, be a self-starter, team builder, innovative and demonstrate the capacity for maintaining high professional standards.
  • Good knowledge and commitment to the Habitat Vision, Mission, Goals, Values and Mission Principles; Team Player and model of Servant Leadership.
