Technical Specialist- Continuum of Care and Quality of Services is responsible for managing, capacity building and supportive supervision and onsite coaching to implementing NGO partner agencies (IAs) to provide continuum of HIV prevention, care, support and treatment (CoPCT) services with quality.

Areas of Responsibility: 
  • Identify needs for technical assistance (TA) in coordination with other members of the technical team to be supported by FHI 360.
  • Take lead role in technical backstopping of IAs to ensure national and international protocols, standard operating procedures (SOP), and guidelines are followed for CoPCT activities.
  • Assist Technical Advisor in designing, developing and providing TA to NCASC, NPHL and other government entities in a systematic and structured manners as per LINKAGES Nepal work plan.
  • Organize training on HIV testing, counseling, and case management of HIV and STI and other training related to CoPCT including test, treat retention and viral load suppressions   using updated training curriculum and manuals.
  • Conduct supportive supervision and monitoring of field activities and assist FHI 360 IA in assessing their own performance, provide onsite coaching support and adjusting their activities clinical services on an ongoing basis to ensure impact, coverage, and quality of services.
  • Support for monitoring of PLGHA compliance in LINKAGES Nepal project.
  • Share issues and actions from the supportive supervision and monitoring visit with respective unit and follow up and provide support for timely implementation of actions for improvement.
  • Assess the technical capacity of the IAs particularly in the CoPCT including test, treat and retention and use of point of care (POC) and new and innovative technology for HIV testing and pre-exposure prophylaxis (PrEP), and ensure appropriate TA is provided and assist in strengthening the capacity of IAs. 
  • Assist Technical advisor and SBC specialist for design, development, plan, implement, monitor and evaluate the use of use of POC and new and innovative technology for HIV testing (HIV self-testing, community led/based testing) and approaches (PrEP, Web SMS, peer navigation, partner notification and testing, enhanced peer outreach and other new activities as per LINKAGES Nepal workplan).   
  • Ensure the use of national and project protocols, SOPs and guidelines and the highest quality of services are provided to the beneficiaries.
  • Conduct monitoring of treatment enrollment, retention and viral load suppression of the clients in LINKAGES Nepal supported district
  • Coordinate with NPHL and with Laboratory Specialists for timely reporting of viral load suppression results and share the report with LINKAGES Nepal partners and ART centers.
  • In coordination with NCASC, and Save the Children team, participate in mentoring of ART centers in LINKAGES Nepal supported districts, provide onsite coaching and organize Continuing Medical Education (CME) for ART center staff.
  •  In coordination with MOHP provide support to ART centers and LINKAGES Nepal IA for Tenofovir+ Lamivudine + Dolutegravir (TLD) transition, implementation of multi-month dispensing, community-based ART and HIV pre-exposure prophylaxis (PrEP)
  • Contribute to regular monitoring and documentation of programmatic achievements, lessons learned and success stories and its implications to the program. 
  • Conduct analysis of CoPCT cascade and service-related data and use and recommend for program improvement on regular basis
  • Regularly review the national and international literatures, journal articles, good practices and lessons learned and contribute to conduct technical updates and knowledge sharing session both within FHI 360 Nepal and national forum.
  • Support in writing and managing the production of high-quality technical reports and documents.
Educational Background: 
Medical doctor with master’s degree in public health with at least three years’ experience working in public health program implementation/management
Skills/Experience: 
  • Strong technical and clinical knowledge and skills
  • Experience in HIV and AIDS program including clinical management of STI and HIV and HTC preferred 
  • Demonstrated flexibility and openness in responding to PEPFAR and USAID work priorities and deadlines
  • Experience with USAID rules and regulations
  • Ability to work in teams and create collaborative team building environment
