The Field Based Sub-Regional Representative (SRR) will be based in Tbilisi, Georgia and will serve as the primary point of contact for EDGE activities within their geographic areas and liaise with the relevant stakeholders, including USAID Missions, US Embassies and other donors, implementing partners, Government officials, local NGOs and companies. The position will be responsible for the day-to-day operations, lead on the project activities in their region and provide overall technical and programmatic support to the program. S/he will assume responsibility for compliance with USAID and FHI 360 rules & regulations, while ensuring high-quality service delivery, and outreach. This position will report to the EDGE Chief of Party (COP) and maintain a reporting line to the FHI 360 HQ office.  The position is contingent upon receipt of award and approval by the client

Areas of Responsibility: 
  • Be the primary point of contact for the program activities within the EDGE sub-regional geographic areas (Georgia, Armenia, Azerbaijan)
  • Liaise with relevant stakeholders, including the USAID Missions and US Embassies, other donors, implementing partners, government officials, local NGOs and companies
  • Identify opportunities for interventions and generate ideas for program design
  • Oversee management of all activities within the region in close coordination with the COP
  • Communicate directly with E&E Bureau in Washington, Program COR, CO and regional Economic Growth and Division staff
  • Potentially travel in the region or in other program countries to represent EDGE and implement program activities
Educational Background: 
Master’s degree (or foreign equivalent) in Business, Economy, International Development, Social Sciences, or a closely related field form an accredited university required; Ph.D. or Ed.D. (or foreign equivalent) in relevant field preferred;
Skills/Experience: 
  • Requires 5-8 years of relevant experience in management of large projects and/or programs.
  • Minimum 2 years of experience required in the design, management and implementation of economic growth projects;
  • Minimum 3 years of experience required in working in economic growth, trade, policy, access to finance or related field;
  • Significant experience in and knowledge of the economic growth landscape in the E&E region, and key institutions and organizations relevant to economic growth issues in the region.
  • Demonstrated track record of successful design and implementation of interventions to improve competitiveness, the regulatory and trade environment, and/or access to finance in transition environments. This includes drafting SOWs and other technical design documents.
  • Demonstrated ability to manage relationships with local partner organizations that achieve the desired results.
  • Experience in working collaboratively and effectively with local national staff, USAID and other donors, host government counterparts, and other relevant stakeholders on project implementation.
  • Experience in managing a multi-component economic growth project in a transition environment.
  • Demonstrated ability to prepare the deliverables associated with this contract, including Annual Work Plans, Annual Reports, Budgets, and reporting to USAID on results.
  • Knowledge of EU accession processes desirable.
  • Demonstrated knowledge of USAID rules, regulations, policies, and procedures as they relate to project and program compliance and reporting.
  • Demonstrated ability to work well with others and to develop and maintain compatibility among project staff, subcontractors, consultants, and recipients of assistance required.
  • Strong interpersonal, analytical, and communications skills required.  
  • Fluency in English required; additional Russian language proficiency strongly preferred, and fluency in Georgian desirable
