FHI 360 is looking for a Technical Advisor for a “Financial Inclusion for Water Supply and Sanitation (WSS) lending through the Agent Banking channel in Bangladesh” project. The overall objective of the project is to ensure safe water and sanitation to the lower income population in rural locations through affordable and accessible loans. Key components of the project include developing partnerships with the stakeholders, conducting market assessments, supporting development of lending products, developing communication materials, organizing awareness events, capacity building of field staff and ongoing monitoring of project performance. The project will be implemented in at least three districts.  

The successful candidate will be offered a contract from October/November 2019 to September 2020 with possibility of extension.

Areas of Responsibility: 

The Technical Advisor will lead project activities to ensure quality implementation and completion of the project according to standard operation procedures, and within the agreed implementation timeline. S/he will be responsible for overall technical delivery, project management and coordination between partners and stakeholders to deliver the project activities at the field level. S/he will manage one direct report who supports the Technical Advisor in program delivery, reporting and quality management. The candidate should have extensive knowledge of the Bangladesh banking sector including previous work with banks and MFIs. S/he should be able to manage relationships and work with banking partners to develop products and train agents. Her/his responsibilities include but are not limited to-

  • Oversee program implementation, meet deliverables on-time and within budget;
  • Work with donor to execute technical strategies and adjust as necessary when agreed upon;
  • Coordinate closely with home office-based Project Director and team as well as Dhaka-based and other FHI 360 staff;
  • Lead market assessment(s), data collection and report writing; adjust instruments and tools that have been previously developed if necessary;
  • Identify and recruit short-term field staff;
  • Lead field level problem solving and resolution efforts to minimize project risk, develop contingency plan and issue resolution at the field locations in consultation the Technical Advisor;
  • Monitor day-to-day project implementation through frequent field visits and performance monitoring;
  • Develop financial products and tools with banking partners. These will include lending products, business models and agent incentive mechanisms;
  • Develop training curriculum and lead training of agents and local resources;
  • Organize awareness and capacity building events;
  • Build relationship with stakeholders and ensure effective coordination and management through clear communication, collaboration and problem-solving attitude;
  • Ensure project field team has a clear understanding of project/study timelines and quality metrics;
  • Provide supportive supervision to the field staff to ensure quality implementation of activities;
  • Monitor data collection, perform quality review, conduct analysis and drafting of project performance reports;
  • Any other task assigned;
  • Reports to Washington DC-based Project Director. Also coordinates with regional team based in Bangkok
  • Frequent coordination with donor and donor team, then communicate updates with FHI 360 project team
  • Routine coordination with all employees, in the country office and at the field locations
  • Expected to work well with others; develop and maintain compatibility among project staff and colleagues across projects, sub awardees, consultants and recipients of assistance. 
Educational Background: 
Bachelor’s Degree or its international equivalent in Social Sciences, Management, International Development, Development Studies, Public Health or related field; Master’s degree preferred
Skills/Experience: 
  • Deep understanding of the Bangladeshi banking and microfinance sectors and experience designing financial products
  • Possesses sound interpersonal skills, ability to lead, manage others and frequently coordinate with multiple stakeholders both in Bangladesh and in various countries
  • Strong written and verbal communication skills in Bangla and English
  • Sensitivity to cultural differences and understanding of the political and ethical issues
  • Able to articulate and communicate with partners and external stakeholders in a clear, positive and concise manner
  • Proficiency in Microsoft Office, and spreadsheets
  • Knowledge and experience in monitoring and evaluation to ensure operationalizing an effective monitoring system
  • A minimum of 8 years of proven experience in project management, possessing the knowledge, skills, and abilities to perform this job
  • At least six years’ experience in the Bangladesh banking/microfinance sector
  • Prior working experience with research activities, including survey implementation is desirable
  • Prior working experience in partnership management in a consortium environment is desirable
  • Experience working in the WSS sector is highly desirable
  • Experience in day to day monitoring using digital platform and supportive supervision is highly desirable
  • Prior experience working with GoB and NGOs
  • Previous experience with donor-funded projects, preferably managing donor relationship.

Technology to be used:

  • Personal computer, Microsoft Office (i.e. Word, Excel, PowerPoint, etc.), e-mail, telephone, printer, calculator, copier, cell phones, PDAs and other hand-held devices as required.

Travel Requirements:

  • Approximate 30% to 40%

Typical Physical Demands:  

  • The position is based in Dhaka.
  • Typical office environment with frequent field visits using available public/local transport.
  • Ability to travel, sit and stand for extended periods of time.
