The purpose of this position is to ensure that quality standards are met in programmes/projects on the basis of objectively verifiable evidences resulting improved child well –being. This position will ensures alignment of technical program and project to country strategy and setup functional M&E systems and quality assurance mechanisms with required protocols and guidelines. The position will also lead the quality reviews of DME processes and products and provide timely feedback to key stakeholders.

Areas of Responsibility: 
  • Ability to establish and ensure smooth functioning of M&E systems and processes at all levels.
  • Evidence-based decision-making facilitated through Monitoring & Evaluation (M&E) processes.
  • Quality and timely submission of Program Management reports (Semi-Annual Reports/Annual Reports)
  • Consolidated Monitoring feedback findings to be shared with the Leadership team
  • Ability to make strategic decisions with appropriate follow up
  • Ensure coherence of strategy and programme design
  • Ability to evaluate programme contributions to Child Well-Being Targets and the Country Strategy Minimum Impact Targets
  • Ensure Horizon as knowledge management system for all WVL programmes & projects
  • Poses knowledge and the ability to increase the DME capacity of staff to ensure programme quality.
  • Ability to create evidence (Assess, evaluate and recommend) of local/context specific project models/ best approaches for scaling them up in WVL programmes
  • Cross learning to be documented and shared with appropriate groups/stakeholders
  • Establish and maintain strong collaboration and working relationships with different key stakeholders to meet departmental and organisational needs.
  • Personal and professional development goals of direct reports established and aligned
Educational Background: 
Master’s degree in Social Sciences/Development Management/International Development or relevant field.
Skills/Experience: 
  • Proficiency in statistical analyzing skills using SPSS, SAS, Minitab or equivalent and database management
  • Knowledge & experience on development of qualitative data collection methods and analysis skills
  • Data handling skills (classification, categorizing, tabulation etc.) and demonstrates diligence in data analysis and management
  • Understand poverty issues, development theories and holistic development
  • Training and Facilitation skills
  • Proven experience as a team player
  • Demonstrated collaboration skills
  • Knowledge & experience on social research and process
  • Competent in the use of Microsoft Office computer programs including Word, Excel and PowerPoint
  • Excellent written and oral communication and presentation skills, including training development and delivery
  • Minimum of 5 years of M&E experience
  • Minimum of 3 years Community Development / sector experience
  • Minimum of 3 years experience in leadership / management position or project management
  • Prior experience with World Vision Programmes
  • License, registration, or certification required
  • Effective in written and oral communication; able to speak and write fluently in English
  • Certificate in project management / PMD or equivalent
  • Certificate in research methodology/ social research
  • SME in Global Technical Resource Network
