FHI 360 seeks a Technical Director for a USAID Mali Household and Community Health Activity. This position requires comprehensive understanding of and experience in the following core technical areas: social and behavior change, family planning; maternal, newborn and child health, nutrition, community engagement and household financial literacy.  The Technical Director will serve as deputy to the Chief of Party (COP) in ensuring the overall technical success of the project. It is anticipated that the Technical Director will be based in Bamako, Mali. Recruitment is contingent upon successful award of the project and the selection of the final applicant is subject to USAID approval.

Areas of Responsibility: 
  • In coordination with the COP, manage the day-to day technical implementation of the project.
  • Oversee project technical staff and lead the development of technical approaches, strategies implementation of the project   and project administrative and logistical staff.
  • Cooperate closely with partner organizations, subcontractors, government ministries, donor and others to ensure sound technical implementation.
  • Work closely with Home Office technical staff to ensure project strategies align with current state of the art approaches in social and behavior change, household and community financial planning and literacy, community mobilization and community ownership.
  • Ensure that the project is compliant with USAID and FHI 360 regulations and procedures.
  • Lead the development of project work plans, budgets, strategies, donor reports, peer-reviewed journal articles and other written project deliverables.
  • Provide direction and guidance to local staff and sub-awardee staff on technical implementation, compliance issues, procurement standards/requirements, and other administrative, financial, HR and logistical questions.
  • Develop and facilitate supportive partnerships with internal and external stakeholders.
  • Serve as the primary program representative in the absence/temporary leave of the COP.
Educational Background: 
Masters’ degree or university degree in social and behavior change, family health, finance, economics, business, international relations or related field
Skills/Experience: 
  • Minimum 6 years’ experience on international donor programming, preferably on family planning; maternal, newborn and child health; nutrition; and social and behavior change projects similar projects in size and complexity.
  • Knowledge of the Malian health sector and similar initiatives.
  • Demonstrated knowledge of USAID regulations and best practices.
  • Proven capacity to effectively manage and mentor staff with various levels of skills and experience; strong negotiation and facilitation skills.
  • Considerable work experience and capacity to collaborate with partners at multiple levels, including Ministry Officials, NGOs (local and international) representatives of civil society and USAID partners.
  • Excellent oral and written French & English communication skills.
