FHI 360 is seeking applications for a Technical Advisor - Maternal, Newborn and Child Health (MNCH) for a potential USAID Mali Integrated Family, Household, and Community Health & Nutrition Activity. The objective of the activity will be to improve access to and quality of high impact maternal and newborn services at the community, primary health facility, and referral facility levels and integrate these initiatives, where possible, with broader reproductive and child health and family planning programming in targeted fragile regions. The MNCH Advisor will be responsible for leading and designing a maternal, newborn and child health strategies to improve access and quality of services. This position will be based in Bamako, Mali. Recruitment is contingent upon successful award of the project and the selection of the final applicant is subject to USAID approval.

Areas of Responsibility: 

The Maternal, Newborn and Child Health Advisor will have the following responsibilities:

  • Provide strategic leadership and oversight for community and facility-based MNCH services.
  • Lead design and implementation of community-based and clinical program activities to increase access to quality health services for maternal and newborn health.
  • Ensure program activities are evidence-based, adapted to local context and reflect state-of-the-art knowledge and best practices for maternal and newborn health service provision.
  • Provide strategic leadership for training and mentorship for clinical services in areas of maternal, newborn and child health services.
  • Develop and guide implementation of household and community-level demand generation. activities and service provision through community providers focused on MNCH.  
  • Work with local stakeholders to assess need for, supply of, and utilization of key equipment and ensure trainings and mentorship activities are coordinated to maximize use of available resources.
  • Ensure compliance with company and government standards.
  • Contribute to the preparation of annual work plans and progress reports in a timely fashion for submission to USAID.
  • Document and publish results and lessons learned.
  • Supervise and coordinate activities of technical staff at central office and serve as a technical advisor to field level counterparts.
  • Support performance management and professional development of direct reports, including ongoing feedback, coaching, and career support.
Educational Background: 
Master's Degree or higher in public health, health communication, social sciences, or a closely related field is required; a medical doctor or nurse-midwife with public health training is strongly preferred.
Skills/Experience: 
  • At least 10 years’ experience in clinical care and public health, including RMNCH programs.
  • Experience in providing mentorship at the clinical, regional and national level.
  • Experience in strengthening partnerships between the public and private sectors.
  • Knowledge of high impact interventions in maternal, newborn and child health.
  • Experience with USAID-funded programs preferred.
  • Knowledge of and work experience Mali and/or in the Sahel preferred.
  • Willingness to travel to support all project sites.
  • Demonstrated ability to create and maintain effective working relations with senior Government personnel, international organizations, NGO partners, host country governments, and U.S. Government Agencies.
  • Professional level of oral and written fluency in English and French.
  • Relevant computer software skills, including at a minimum, MS Office, etc.
